40-year-old man accused of masturbating at playground

PARSIPPANY — A township man was arrested on Friday on charges he was masturbating at the playground in Troy Hills Village, police said. Jeffrey VanDuyne, Jr., 40, of Parsippany, was charged with lewdness following his arrest, police said in a news release.
