Council Approved Larsen Road High Density Housing Application Submitted to Planning Board

JACKSON-Highview Homes, LLC, will not have to go before the township zoning board to build 216 affordable housing apartment units in a 7 building, three-story apartment complex on Larsen Road courtesy of the Jackson Township council and has submitted an application to the planning board to get the project started.

The council approved the zoning change this past summer that will allow the project to proceed directly with the planning board.

The project is located across the street from the Howard C. Johnson Elementary School, in a now wooded area.

40 of the units will be reserved for low to moderate-income families.    The hearing is expected to begin on October 16th at 7:30pm at town hall.

TOWNSHIP OF JACKSON PUBLIC NOTICE PLANNING BOARD OF THE TOWNSHIP OF JACKSON APPLICATION #PB 781 PLEASE TAKE NOTICE that on Monday, October 16, 2017, at 7:30 p.m., the Planning Board of the Township of Jackson (“Board”) will hold a public hearing on the application (“Application”) of Highview Homes, LLC (“Applicant”), in the Township of Jackson (“Township”) Municipal Building located at 95 West Veterans Highway, Jackson Township, NJ 08527. The property, which is the subject of the Application, is located at the intersection of Larsen and North New Prospect Road and is designated as Block 1203, Lot 29 on the tax maps of the Township (“Property”). The Property totals approximately 38 acres and is located within the Township’s Multi-Family Affordable Housing Zone 7 (“MF-AH-7”) This Applicant seeks preliminary and final major site plan approval to construct a residential development consisting of 216 residential apartment units of which 40 will be reserved for occupancy by low and moderate income households in accordance with the MF-AH-7 zoning regulations (the “Development”). The 216 units within the Development are proposed for inclusion within seven (7) three story buildings on the Property. The Development also includes six (6) freestanding garage buildings, off street parking, a one-story Clubhouse with associated amenities, trash enclosure areas, an infiltration basin and other infrastructure to support the construction of the Development. In addition, depending upon interpretation from the Board, the Applicant may require and, if deemed necessary, will seek the following bulk variances from the Township Municipal Code (“Code”): (1) a variance from Code Section 244-216A that provides design and other criteria for the construction and operation of swimming pools within private clubs. As currently proposed, the swimming pool within the Development does not meet the Code standards relative to size, lounge area, wading area and/or lighting requirements associated within swimming pools within private clubs. The Applicant may also seek variance relief, if deemed necessary, from Section 244-208A of the Code that prohibits a screened refuse area within any front yard and the Development proposes to locate a refuse area within the front yard along New Prospect Road and a refuse area within the front yard along Larsen Road. While the Applicant does not believe that the Application requires any additional variances, site plan exceptions or design waivers beyond those noted above, it may be determined during the hearing that such additional relief is required in order to permit approval of the Application as submitted or with such changes as may be requested or accepted by the Board. This notice is to advise you that such additional variances, site plan exceptions or design waivers may be requested by the Applicant at the time of the hearing. Copies of the maps, plans and other documents submitted in support of the Application are on file in the Township Planning & Zoning Office, located at 65 Don Connor Blvd., Jackson, NJ 08527 and are available for public inspection from 8:30 a.m. to 4:15 p.m., Monday through Friday, excluding holidays.
