Man Charged for Stalking Girlfriend, Setting Fires, Threatening and Slashing Tires

MOUNT VERNON, NY – Westchester County District Attorney Anthony A. Scarpino, Jr. announced that Tony Clark of Mount Vernon was named in a 15-count indictment for stalking and harassing a former intimate partner on four separate occasions this past summer. A Westchester County Grand Jury handed up the indictment. He is also charged in setting fire to her home and endangering her child.

Between July 22 and July 23, 2020, Tony Clark is accused of flattening the tires on the victim’s vehicle, threatening her with a knife, causing damage to her vehicle, and unlawfully entering her apartment where he stole her phone and some cash.

On Aug. 20, 2020, at approximately 2:15 A.M., Clark again unlawfully entered the victim’s apartment where he attempted to assault her. When her child attempted to contact the police, Clark snatched the phone from the child, scratching the child’s face in the process. Officers from the Mount Vernon Police Department responded and Clark barricaded himself inside the victim’s apartment. While inside, he intentionally damaged the apartment by starting two separate fires. Clark was eventually removed from the apartment building by members of the Emergency Services Unit of the Mount Vernon Police Department, and placed under arrest. The Mount Vernon Fire Department responded and extinguished the blaze but the damage to the victim’s apartment was extensive, resulting in the entire evacuation of the building.

Following Clark’s arrest Aug. 20, 2020, orders of protection were issued in favor of the victim, her child, and another witness. While incarcerated at the Westchester County Jail, on or about Sept. 1, 2020, the defendant violated the orders of protection when he called the victim.


Special Prosecutions Division Assistant District Attorney Wendy Parra, Domestic Violence Bureau Chief, and Assistant District Attorney Janelle Armentano are prosecuting the case.

Specifically, Clark was charged as follows:

Crime date: on or about July 22, 2020:

  • Criminal Tampering in the Third Degree, a misdemeanor

Crime date: on or about July 23, 2020:

  • Criminal Possession of a Weapon in the Third Degree, a class D felony
  • Menacing in the Second Degree, a misdemeanor
  • Burglary in the Second Degree, a class C felony
  • Criminal Mischief in the Fourth Degree, a misdemeanor
  • Petit Larceny, a misdemeanor

Crime date: on or about and between July 22 and July 23, 2020:

  • Stalking in the Second Degree, a class E felony

Crime date: on or about Aug. 20. 2020:

  • Arson in the Second Degree, a class B felony
  • Burglary in the Second Degree, a class C felony
  • Attempt Assault in the Third Degree, a misdemeanor
  • Endangering the Welfare of a Child, a misdemeanor
  • Criminal Mischief in the Fourth Degree, a misdemeanor
  • Harassment in the Second Degree, a violation

Crime date: Sept. 1. 2020:

  • Two Counts of Criminal Contempt in the Second Degree, a misdemeanor

Clark was arraigned today in Westchester County Court and appeared before Judge Susan Capeci. He will remain in custody in Westchester County Jail. His next court date is set for January 2021.
