Portland murder victim identified, police searching for killer

PORTLAND, OR – The victim of the shooting in the Hazelwood neighborhood has been identified as 35-year-old Ian Alexander Phillips. The Oregon State Medical Examiner determined the death to be a homicide by gunshot.   On Monday, November 23, 2020, at 1:29 a.m., East Precinct officers were dispatched to a report of a person down in the 200 block of Northeast 122nd Avenue. When officers arrived they located Phillips with injuries consistent with a shooting.
