Watch as man confronts health department inspector trying to enforce COVID-19 lockdown

A frustrated restaurant owner confronted city health officials in California after an inspector tried to issue him a citation for operating his business and employing his workers.   The owner asked the health inspector if his bank and the banks of his employees would take his notice as sufficient evidence to not pay their bills.
