Man charged for raping woman in Gaithersburg

MONTGOMERY, MD – Detectives from the Montgomery County Department of Police – Special Victims Investigations Division (SVID) have charged Twon Dominique Kelly, age 25, of an undetermined address, with the second-degree rape and assault of an adult female that occurred on March 23 in Gaithersburg.    

On March 23, SVID detectives began an investigation of a reported rape that occurred during the overnight hours of March 22 into March 23.  The victim reported that she and the suspect had attended the same party at a home in Gaithersburg.  While at the party, Kelly sexually assaulted the victim.  Investigators developed Kelly as the suspect and obtained a warrant for his arrest. 

On April 15, detectives were attempting to serve the warrant on Kelly in the downtown Crown area of Gaithersburg when he fled on foot from the detectives.  Additional officers, including officers from the Gaithersburg Police Department, responded and conducted an exhaustive search for Kelly in the area. 


During the search, detectives made arrangements with Kelly to turn himself in.  At approximately 5:23 p.m., detectives arrested Kelly on the strength of the arrest warrant for second-degree rape, attempted second-degree rape, and second-degree assaults.  Kelly is currently being held without bond.    

After Kelly was taken into custody, and during the subsequent investigation, a gun was recovered under a doormat in the apartment building where Kelly was believed to have fled. Detectives are working to determine if there is a connection between the gun and Kelly.
