New Jersey contractor arrested for raping child, witness tampering

Bergen County Prosecutor Mark Musella announced the arrest of Milton P. Carchipulla, 39, a single, self-employed construction worker) of 234 Lakeview Avenue, 2nd Floor, Paterson, New Jersey on charges of Aggravated Sexual Assault, Sexual Assault, Aggravated Criminal Sexual Contact, Endangering the Welfare of a Child, Witness Tampering and Bribery. The arrest was a result of an investigation conducted by the Bergen County Prosecutor’s Office under the direction of Chief Jason Love and the East Rutherford Police Department under the direction of Chief Dennis Rivelli.

In January of 2021, the Bergen County Prosecutor’s Office received information that Carchipulla engaged in sexual activity with a child under the age of sixteen over several years while in Lodi, Garfield and Paterson, New Jersey. An investigation was initiated by the Bergen County Prosecutor’s Office Special Victims Unit. During that investigation, it was learned that Carchipullaengaged in sexual penetration with the child on multiple occasions over a period of five years. Once Carchipullalearned that law enforcement was investigating the allegation, he contacted a witness in the investigation and offered a financial incentive for the witness to not cooperate with the investigation.

On Wednesday, May 12, 2021, warrants were issued for the arrest of Carchipulla charging him with one count of Aggravated Sexual Assault in violation of N.J.S.A. 2C:14-2a(1), a 1st degree crime; one count of Aggravated Sexual Assault, in violation of N.J.S.A. 2C:14-2a(2)c, a 1st degree crime; one count of Sexual Assault, in violation of N.J.S.A. 2C:14-2b, a 2nd degree crime; one count of Endangering The Welfare Of A Child, in violation of N.J.S.A 2C:24-4a(1), a 2nd degree crime; one count of Aggravated Criminal Sexual Contact, in violation of N.J.S.A. 2C:14-3a, a 3rd degree crime; one count of Witness Tampering/Bribery, in violation of N.J.S.A. 2C:28-5d, a 2nd degree crime; and one count of Witness Tampering, in violation of N.J.S.A. 2C:28-5a(1), a 3rd degree crime.


On Thursday, May 13, 2021, with the assistance of the East Rutherford Police Department, Carchipulla was taken into custody without incident in East Rutherford, New Jersey. He was transported to the Bergen County Prosecutor’s Office where he was processed. He was then transported to the Bergen County Jail pending his first appearance.

Prosecutor Musella states that the charges are merely accusations and that the defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt, and would like to thank the East Rutherford Police Department for their assistance in this investigation.
