Someone dumped puppies in a garbage can full of tar but they were miraculously saved

Why would someone be so cruel? A group of puppies was found in dire condition. They had been dumped in tar and left to die. A rescue spotted them and brought them to safety. Huge chunks of debris and tar were stuck to them rendering them unable to move, just move their eyes.

After the chunks of debris and tar were removed, they were given long baths where they were cleaned up and the tar finally removed. These poor puppies were starving and in so much pain and they were finally free of the tar.

After being cleaned up they were reunited with their mom!
