Second suspect, 19-year-old woman charged for Crescent City murder

BEAUFORT, SC – Angelica Toscano, 19, of Crescent City was arrested on a warrant in Beaufort, South Carolina late last week for her connection in the July 13 murder of Mark Arbelo Jr.

Toscano was with murder suspect Francisco Arroyo when he fled Florida and was stopped for a traffic infraction in Missouri. At the time detectives did not charge Toscano with any involvement. Arroyo was later returned to Putnam County where he will face murder charges.

Arroyo is also part of a federal investigation that concluded at the end of July into narcotic distribution in the South Putnam area.

Detectives continued working on the case and developed enough cause to charge Toscano with accessory after the fact of a first-degree felony. The charge is a second-degree felony. Toscano fled Florida again and was located in South Carolina.

She will be extradited to Putnam County and held on $250,000 bond.
