Suspect arrested for shooting murder in Bannon hotel parking lot

BANNING, CA – On Tuesday, September 14, 2021, at approximately 07:37 am, officers from the Banning Police Department were dispatched to 3020 W. Ramsey Street (Holiday Inn Express), in the City of Banning, County of Riverside, reference a subject slumped over the wheel of a running vehicle in the parking lot of the hotel.

Officers responded to the location and found a male subject slumped over the wheel and initially unresponsive. Officers observed a handgun inside the vehicle, near the subject’s leg. While identifying themselves as police officers and safely removing the firearm from the subject’s possession, the subject woke up and attempted to flee. The male rammed his vehicle into a Banning Officer’s patrol vehicle, while occupied by the officer.

The subject fled the area, and a vehicle pursuit was initiated. The subject committed several vehicle code violations, including driving the wrong way and speeding. The pursuit ended when the subject crashed his vehicle through fences at a residence in the unincorporated area of Cherry Valley, in Riverside County.


The subject fled on foot and after a search of the area by members of the Banning Police Department, Riverside County Sheriff’s Department, Riverside County Central Probation Accountability and Compliance Team (PACT), and Riverside County District Attorney’s Office Riverside Auto-Theft Interdiction Detail (RAID), the subject was not able to be located.

The vehicle driven by the suspect was determined to be stolen and the subject had a stolen firearm, illegal narcotics, and other stolen property in his possession.

The investigation was continued by the Banning Police Department and the Riverside County Central Probation Accountability and Compliance Team (PACT). Riverside County PACT Investigators were able to identify Jessie Robey (DOB: 10/12/1993) as the suspect involved in the incident.

Riverside County PACT Investigators were able to track down Robey and on October 12, 2021, with the assistance of the Riverside County District Attorney’s Office Gang Impact Team (GIT), Robey was taken into custody in the City of Yucaipa, in San Bernardino County.

Robey was arrested for an unrelated felony warrant and several violations, including the violations of 245(c) PC – assault with a deadly weapon on a Peace Officer, 29800(a)(1) PC – convicted felon in possession of a firearm, 25400(c)(2) PC – possession of a stolen firearm, 11370.1(a) H&S – possession of a controlled substance while armed, 2800.2 CVC – evading a Peace Officer, and 1203.2(a) PC – violation of felony probation.

During Robey’s arrest, GIT members also arrested Robey’s girlfriend, Jody Harper (DOB: 12/28/1999), for unrelated felony and misdemeanor warrants. Another stolen vehicle associated with Robey was also located during Robey’s arrest.

Both Robey and Harper were later booked into Smith Correctional Facility for their various charges and warrants.
