Johnson City man charged for sex with minor after texts found on her phone

JOHNSON CITY, NY – On Tuesday, December 7, the Johnson City Police received a report of a minor that had received inappropriate messages on her cell phone. Detectives interviewed the minor and discovered that the person responsible for sending the messages was 33-year-old Kevin Cochrane of Johnson City, NY. It was further discovered that the male had exchanged inappropriate content with the minor and also engaged in sexual intercourse with the minor on a separate occasion.

On Wednesday December 8, 2021 JCPD detectives located Cochrane at his residence. A search warrant was then conducted at the residence where detectives recovered evidence pertaining to the case. Cochrane was processed and charged with the following offenses:

– Use of a Child in a Sexual Performance, a class C Felony


– Rape in the Third Degree, a class E Felony

– 2 counts of Criminal Sexual Act in the Third Degree, class E Felonies

– Burglary in the Third Degree, a class E Felony

– Endangering the Welfare of a Child, a class A Misdemeanor

Cochrane was taken to central arraignment and released on his own recognizance back into society by Judge Howard Dingman. Use of a Child in a Sexual Performance is a qualifying offense which allows a judge to set bail and remand a defendant to jail.

It should be noted that the Broome County District Attorney’s was heard on this matter at arraignment and recommended that the defendant be remanded to jail, which the Judge denied. The District Attorney’s Office then requested the defendant be placed on electronic monitoring, which the Judge also denied.
