Woman charged for abuse of puppy, kicking and dragging it, police charge

TULSA, OK – On 12/31/2021 around 4:50 p.m., Mingo Valley officers were called out to 8th and Sheridan for a report of a woman kicking and dragging a small puppy. The witnesses followed the woman, giving additional reports of abuse. When the witnesses tried to stop the abuse, the suspect, later identified as Sarah Powell, threatened them.

The first officer on the scene stopped Powell to talk to her about the puppy and the situation. Powell was argumentative and then tossed the puppy at the officer, she then tried to get away.

Fortunately, the officer caught the puppy and his backing officers arrived to assist with capturing the suspect. Despite resisting, officers took Powell into custody.


The puppy suffered some minor injuries, including some scrapes and cuts on his feet and stomach. The puppy was placed with the City of Tulsa Animal Welfare for treatment and care. The witnesses on the scene told us that they were planning to adopt the puppy. Sarah Powell was arrested for: – Cruelty to Animals AFCF (After Former Conviction of a Felony)- Obstruction/Interfere with an Officer- Threatening a Violent Act
