NH – The United States Marshals Service – NH Joint Fugitive
Task Force is happy to announce the arrest of this week’s featured
“Fugitive of the Week” this morning in Laconia, NH. Jesse E.
Pickard, Jr., 34 years-of-age, was featured just yesterday as the
“Fugitive of the Week.” Mr. Pickard was wanted on four outstanding
arrest warrants including two warrants for sex offender registration
violations out of both the Concord and Tilton Police Departments, a
warrant for bail violations on a driving offense out of Franklin Police
Department and lastly a narcotics warrant issued by the Concord Police
Department. Mr. Pickard is required to register as a sex offender due to
two prior convictions for felonious sexual assault on a child over the
age of thirteen, less than the age of sixteen with an age difference of
more than four years. These convictions occurred in 2010 and 2011 in
Merrimack County (NH) Superior Court.As part of this feature as
the “Fugitive of the Week,” Pickard was aired on WTPL-FM, WNTK-FM,
WTSN-FM, WEMJ-FM, The Union Leader, The Nashua Telegraph, The Patch,
Foster’s Daily Democrat, Manchester Information, the Manchester Ink
Link, the Rochester Voice and prominently featured on the internet. The
“Fugitive of the Week” continues to be a very successful tool that has
resulted in the location and arrest of numerous fugitives since its
implementation in 2007. Additionally, the “Fugitive of the Week” was
distributed statewide to all law enforcement officers in New Hampshire.
Today, members of the U.S. Marshals Fugitive Task Force followed
up on countless tips that all seemingly pointed to the same area of
downtown Laconia, NH. After a couple of interviews in the area, Pickard
was observed around the WOW Trail adjacent to New Salem Street. Members
of the task force approached Mr. Pickard and arrested him without
incident. Mr. Pickard was transported by the task force to the
Concord Police Department, where he was processed on the four
outstanding arrest warrants.This arrest was made by several
member agencies of the U.S. Marshal’s – NH Joint Fugitive Task Force,
including members from the Strafford County Sheriff’s Office, the
Greenfield Police Department along with deputy U.S. Marshals.Since the inception of the U.S. Marshals – New Hampshire Joint Fugitive
Task Force in 2002, these partnerships have resulted in over 8,542
arrests (Updated as of 12/31/2021). These arrests have ranged in
seriousness from murder, assault, unregistered sex offenders, probation
and parole violations and numerous other serious offenses. Nationally
the United States Marshals Service fugitive programs are carried out
with local law enforcement in 94 district offices, 85 local fugitive
task forces, 8 regional task forces, as well as a growing network of
offices in foreign countries..
