CUMBERLAND, MD – The Cumberland Police Department has released information regarding several arrests in the community between July 9 through July 11, 2021.

BENCH WARRANT SERVED

On Friday, July 8, 2022, the Cumberland Police Department served a bench warrant on Anthony Talbert Sr. The warrant was issued as a result of Talbert violating his probation. He was originally charged with Disorderly Conduct. Talbert was arrested and transported to Central Booking. Talbert was later seen by a District Court Commissioner and remanded to the Allegany County Detention Center on a $500 bond.

Sunday, July 10, 2022

CDS ARREST

On Saturday, July 9, 2022, at approximately 2:35 PM, officers of the Cumberland Police Department responded to the area of Valley Street for a suspicious vehicle occupied by a male and a female. Upon speaking with the occupants, officers suspected drug activity. Police conducted a consent search of the vehicle. A quantity of a controlled dangerous substance was located in the vehicle. After further investigation, one of the occupants, Jared Citarelli, was arrested for CDS Possession-Not Marijuana. He was transported to police headquarters and issued a criminal citation. Citarelli was then released pending trial at District Court.

PUBLIC DISTURBANCE ARREST

On Friday, July 8, 2022, at approximately 10:05 PM, officers of the Cumberland Police Department responded to the Greene Street area for a male subject causing a disturbance. Police contacted the male and identified him as Rodney Merica. Merica was warned not to create any further disturbances. At approximately 10:45 PM, officers were called back to Greene Street for the same subject causing another disturbance. An officer arrived on scene and observed Merica yelling while walking into traffic. Merica was placed under arrest and transported to police headquarters. He was issued two criminal citations and released pending trial at District Court.

THEFT ARREST

On Saturday, July 9, 2022, at approximately 8:50 PM, officers of the Cumberland Police Department responded to a business on Virginia Avenue to check on the well-being of a male subject who was bothering customers. Police contacted the male and identified him as Ira Reed. Reed was advised by officers to leave the property and to not return. He was also told not to create any further disturbances. At approximately 11:21 PM, officers responded back to the business for a theft. The staff reported that the suspect stole a pack of cigarettes and fled. Police were able to identify the suspect as Ira Reed. Reed was unable to be located at this time. At approximately 11:39 PM, police responded back to the business for a disturbance. It was determined that Reed was once again involved. Police searched the area and located Reed in the area of Virginia Avenue and W. Third Street. Reed was arrested and transported to Central Booking at the Allegany County Detention Center. He was later seen by a District Court Commissioner and released on his personal recognizance.

ASSAULT ON POLICE ARREST

On Monday, July 11, 2022, at approximately 12:53 AM, officers of the Cumberland Police Department responded to a business on Virginia Avenue to check on the well-being of male subject passed out in a vehicle. The Cumberland Fire Department also responded to the scene to evaluate the subject. Police contacted the subject and identified him as John Carbaugh. During their interaction with Carbaugh, he became very upset and began yelling and cursing at officers. While officers attempted to remove Carbaugh from his vehicle, he swung a closed fist and struck one of the officers. After a brief struggle, Carbaugh was removed from the vehicle and arrested. He was transported to the police station for processing. He was then transported to Central Booking. Carbaugh is currently awaiting his initial hearing.
