Cumberland Crime Report: Here’s What Happened

CUMBERLAND, MD – The Cumberland Police Department has issued the following police blotter reports regarding incidents that involved police response over the past several days. These incidents were reported and released as-is by the department. The CPD responds to numerous calls per day for police service. This list does not represent all calls for service during that period. The CPD reminds residents that all suspects listed in this police blotter are innocent until proven guilty in a court of law.

On Tuesday, August 16, 2022, the Cumberland Police Department served a criminal summons on Timothy Hewlin Sr. The summons was issued in connection with a fraud investigation that began on July 28, 2022. On this date, it was reported that Timothy Hewlin stole banking information and fraudulently withdrew money from the victim’s bank account. After further investigation, police filed for charges against Hewlin at the District Court of Allegany County. He was released pending trial after being served.

On Tuesday, August 16, 2022 at approximately 3:22 PM, officers of the Cumberland Police Department located Daniel Gibson III inside the Frederick Street parking garage. Gibson had been told previously by officers that he was not allowed on the property. The garage is also posted with “No Trespassing” signs. Gibson was issued a criminal citation and released.


On Tuesday, August 16, 2022, the Cumberland Police Department served a criminal summons on Calvin Kiniseley. The summons was issued as a result of a private citizen filing for charges against Kniseley at the District Court of Allegany County. Kniseley was released pending trial after being served.

On Wednesday, August 17, 2022, at approximately 1:00 AM, officers of the Cumberland Police Department responded to the 300 block of Frederick Street for a male suspect attempting to gain entry to a residence. Upon arrival, police contacted the suspect, Aaron Clevenger, who was not cooperative. Clevenger then attempted to gain entry to another residence in the officer’s presence. Officers stopped Clevenger and detained him for questioning. After further investigation, Clevenger was placed under arrest and transported to the police station. He was transported to Central Booking and is awaiting his initial appearance.

The Cumberland Police served an Arrest Warrant on Michelle Lynne Morris, age 57, of Cumberland MD. The Warrant charged Morris with Fail to Appear for a court date. The original charge was Theft $100-$1,500. She was taken to Central Booking for her initial appearance with the District Court Commissioner and held without on a temporary bond.

The Cumberland Police served a Circuit Court Arrest Warrant on Justin Tyler Andrews, age 33 of Frostburg, MD. The Warrant charged Andrews with Violation of Pre-Trial Release Conditions. His original charges were Second Degree Assault and Reckless Endangerment. He was taken to Central Booking and held without bond.

The Cumberland Police served an Arrest Warrant on Les Allen Bishop, age 25 of Cumberland, MD. The Warrant charged Bishop with Fail to Appear for a court date. His original charge was driving without a license. He was taken to Central Booking for his initial appearance with the District Court Commissioner and was released on his own recognizance.

On August 17th, 2022 the Cumberland Police responded to South Centre St near the intersection of Harrison St for a motor vehicle crash. Upon arrival Officers observed that a passenger vehicle had struck two parked cars along South Centre St. The vehicle continued traveling on South Centre until it struck a utility pole and came to rest, sustaining heavy front end damage and airbag deployment. When Officers contacted the operator, William Clarence Bolyard, age 59 of Frostburg, MD they detected the odor of an alcoholic beverage and signs of impairment. Bolyard was issued numerous traffic citations, including DUI related citations, and a suspended and revoked license, among others.

On August 17th, 2022 the Cumberland Police were called to a residence on the 1000 block of Yale St for a vehicle that was stuck in a yard. Upon arrival Officers contacted Stanley Dale Horwath, age 71 of Cumberland, MD. While speaking with Horwath, Officers detected signs of impairment. Horwath was administered Standardized Field Sobriety Tests and based on the Officer’s observations, Horwath was placed under arrest. A search of Horwath lead to the discovery of a quantity of suspected crack cocaine. Horwath was placed under arrest for suspicion of DUI and Possession of CDS. He was issued Citations for the traffic charges and a Criminal Citation for Possession of CDS and released from the Police Station.
