No Charges in 2023 Anne Arundel County Fatal Use-of-Force Case

BALTIMORE, MD – Attorney General Anthony G. Brown announced today that no charges will be filed against Corporal A. Stallings in connection with a fatal use-of-force incident that occurred in October 2023 in Anne Arundel County. On October 29, 2023, Anne Arundel County Police were called to the 900 block of Waugh Chapel Way in Gambrills regarding two men suspected of possessing guns and drugs in a vehicle.

According to the report, after police ordered the men out of the vehicle, one individual, Lavaughn Coleman, initially complied with the officers’ commands but subsequently ran, during which he struck an officer. In response, Corporal Stallings deployed his taser, which incapacitated Mr. Coleman, leading to his fall and subsequent fatal head injury. Mr. Coleman was pronounced deceased on December 14, 2023, following medical treatment.

The Attorney General’s Independent Investigations Division (IID) began investigating the incident shortly after Mr. Coleman’s death and concluded its investigation on March 29, 2024. After reviewing the evidence, the IID found that Corporal Stallings’s actions were within legal bounds under Maryland law, leading to the decision not to pursue charges.
