A massive interstate cannabis smuggling operation has been dismantled following the seizure of more than 2,800 pounds of illegal marijuana products and the arrest of six individuals tied to a weekly drug pipeline from California to Queens.

Queens District Attorney Melinda Katz announced the takedown Friday, revealing that unlicensed cannabis was transported via tractor-trailer and offloaded into two storage units in Maspeth and Long Island City. The operation was first flagged in April through intelligence surveillance. The product, valued at roughly $2.5 million, was split, repackaged, and redistributed across the borough.

Six suspects were arraigned Thursday on charges of criminal possession of cannabis in the first degree: Eduardo Lopez, 29; Courtney Ferguson, 40; Emerson Ramos Garcia, 24; Jose Carbajal Enamorado, 24; Erzhena Mitupova, 34; and Anna Migal, 47. They face up to seven years in prison if convicted. All six were ordered to return to court in September and October.

Law enforcement observed the group on July 30 moving boxes from a white Volvo tractor-trailer, registered in California with a Maine-plated trailer, into a storage facility on Borden Avenue. Investigators also followed a Dodge Ram believed to be transporting cannabis from the facility.

Search warrants executed later that day uncovered over 1,800 pounds of pre-packed THC flower, nearly 1,000 pounds of vape cartridges, hundreds of pre-rolled joints, and packaging equipment. None of the suspects or storage facilities had licenses from the New York State Office of Cannabis Management.

The multi-agency effort involved the NYPD, DEA, and the NYC Sheriff’s Office.

Key Points

  • Six individuals were charged in connection with a weekly illegal cannabis pipeline from California to Queens
  • Over 2,800 pounds of THC products were seized from trucks and storage units in Maspeth and Long Island City
  • The street value of the unlicensed cannabis is estimated at $2.5 million

  • Omar Shariff Harrison, 49, was charged after allegedly setting a fire inside his home while his wife and two children slept
  • Harrison reportedly poured gasoline on the bed and ignited it during an early morning domestic incident
  • All family members escaped unharmed, and Harrison was arrested after a traffic stop

A Maryland man is facing multiple charges, including attempted murder and arson, after allegedly trying to set fire to his home while his wife and children were inside early Friday morning.

Just after 5 a.m., deputies responded to a call from a home on Eutaw Forest Drive in Waldorf following a report of a domestic disturbance. According to the Charles County Sheriff’s Office, the incident came just hours after authorities had responded to a previous domestic dispute at the same residence. At that time, the couple agreed to stay in separate areas of the house overnight.

Investigators say that early Friday, Omar Shariff Harrison entered his wife’s bedroom and poured gasoline on the bed where she was sleeping. He reportedly trailed gasoline down the stairs and set fire to the sheets before extinguishing the flames himself.

His wife and their two children were able to flee the home safely and called 911.

Deputy State Fire Marshals, aided by K9 “Taylor,” determined that the fire was intentionally set and linked to the earlier domestic incident. Damage to the home was limited to about $500, but authorities said Harrison had previously threatened to burn the house down.

Harrison was located shortly after during a traffic stop and arrested. He was transported to the Charles County Detention Center, where he remains in custody awaiting a bond review.

Harrison has been charged with attempted murder, first- and second-degree arson, first-degree malicious burning, reckless endangerment, and making an arson threat.

  • Ted Chien and Han Quan Jiao face the most serious charges, including multiple counts of murder and drug manufacturing
  • The 2023 and 2024 blasts killed five workers and uncovered a large-scale illicit operation producing concentrated cannabis

A deadly drug operation masked as a cannabis business has led to murder charges after two separate explosions in Los Angeles County killed five workers, prosecutors announced Thursday.

Six individuals, including alleged ringleaders Ted Chien of Temple City and Han Quan Jiao of Rosemead, were charged following a multi-agency probe dubbed “Operation Sugar Diamond.” The investigation targeted illegal cannabis extraction sites that authorities say were part of a high-risk operation ignoring safety protocols and legal regulations.

Chien, 52, faces five counts of murder, including special circumstance allegations for multiple killings, two arson charges, and eight felony counts related to drug manufacturing. If convicted, he could face life without parole or the death penalty.

Jiao, 55, is charged with one count of murder and similar drug and arson offenses. He faces a potential life sentence if found guilty.

According to the Los Angeles County District Attorney’s Office, Chien and Jiao ran illegal honey oil extraction labs that exploded in 2023 and 2024. The first incident occurred on October 9, 2023, at a warehouse on Arrow Highway in Irwindale, where four workers—Yi Luo, Xin Chen, Guangqi Fu, and Quizhuo Liang—were killed in a massive explosion. The second incident happened on November 18, 2024, in South El Monte, where another employee, Bordin “Tony” Sikarin, died in a fire.

Prosecutors say the operation continued even after the fatalities, with Chien and Jiao maintaining production and distribution of concentrated cannabis throughout Los Angeles County.

Four other men—Xiaolong Deng, Chengyan Xu, Christopher Reyes, and Frank Herrera—were charged with conspiracy to manufacture a controlled substance. Xu faces additional counts of production, while Herrera allegedly transported the illegal product. If convicted, the four face sentences ranging from seven to nearly nine years.

All six defendants are scheduled for arraignment Thursday in Department 30 of the Clara Shortridge Foltz Criminal Justice Center in Los Angeles.
