SPRINGFIELD GARDENS, N.Y. — A reputed gang member has been sentenced to 21 years in prison for fatally shooting an 18-year-old in a fast food restaurant parking lot last fall, Queens District Attorney Melinda Katz announced Thursday.

Rayvon Phillip, 19, of Springfield Gardens, pleaded guilty on July 14 to first-degree manslaughter for the September 27, 2024, shooting that killed Akim Cisse. Phillip, known as “Ray-G” and linked to the BG4 gang, fired multiple shots into a gray Nissan Altima outside a McDonald’s on South Conduit Avenue, striking Cisse in the back of the head.

Cisse, a recent high school graduate who had just celebrated his 18th birthday, was one of four occupants in the vehicle. He was taken to a nearby hospital but died after losing brain function.

“This defendant indiscriminately fired into a car filled with people, killing Akim Cisse who had just celebrated his 18th birthday,” said District Attorney Katz.

Supreme Court Justice Kenneth Holder sentenced Phillip to 21 years in prison followed by five years of post-release supervision.

A woman wanted on nine outstanding warrants was arrested Tuesday after allegedly robbing a Dorchester CVS and attempting to flee with eight boxes of ice cream.

MALVERN, PA — A 48-year-old Mexican national with an outstanding warrant for rape has been arrested by U.S. Immigration and Customs Enforcement (ICE) in Malvern, officials announced Thursday.

Silvestre Herrera-Vasquez was taken into custody on July 28 by ICE’s Enforcement and Removal Operations Philadelphia, in coordination with Homeland Security Investigations, the IRS, and the ATF. Authorities said Herrera-Vasquez entered the U.S. at an unknown time and had been previously arrested under multiple aliases.

In 2011, he was arrested in Philadelphia under the name “Alex Acosta” for retail theft and was later convicted and fined. A warrant for his arrest was issued by the Philadelphia Police Department on January 10, 2014, under the alias “Marcos Garcia-Reyes” in connection with a strongarm rape.

ICE stated that Herrera-Vasquez will be processed for expedited removal and will remain in custody pending removal proceedings.

CLINTON, MD — An 18-year-old from District Heights has been charged with murder in connection to a fatal shooting that occurred nearly one year ago at a Clinton gas station, Prince George’s County Police announced Wednesday.

Stephon Johnson is accused of killing 16-year-old Robert Isiah Walker, who was found with gunshot wounds inside the business on the 9800 block of Piscataway Road around 2:40 a.m. on August 12, 2023. Walker was pronounced dead at the scene.

Johnson is charged with both first- and second-degree murder, along with related offenses. He is currently being held at the Department of Corrections with no bond.

QUEENS, N.Y. — A Queens man has been convicted of second-degree murder for a Mother’s Day hit-and-run that killed a 49-year-old woman in front of her daughter, District Attorney Melinda Katz announced Wednesday.

Roosevelt Rose, 59, of 89th Avenue in Jamaica, was found guilty of murder, assault, criminal mischief, and leaving the scene of an incident without reporting after a jury deliberated for just two hours. He faces up to 25 years to life in prison when sentenced on October 7.

The deadly crash occurred on the morning of May 8, 2022, when Rose was behind the wheel of a white 2019 Ford F-550 truck on 120th Avenue in South Jamaica—a dead-end street. Prosecutors said Rose had never driven that type of vehicle before.

While attempting a three-point turn, Rose struck a BMW parked outside the home of Florence Ngwu. The loud crash drew Ngwu and her daughter outside, prompting them to call police.

According to trial testimony, Rose hit the BMW again with more force as he continued the turn, ignoring the pleas of bystanders to stop. He then struck Ngwu, fatally injuring her, and fled the scene.

“On Mother’s Day, a daughter watched as her mother was fatally injured by a driver who had already hit a car repeatedly while making a three-point turn and then hit another vehicle,” District Attorney Katz said. “He then drove away in an attempt to escape any accountability.”

Queens Supreme Court Justice Michael Aloise presided over the trial, which began with openings on July 23. The guilty verdict was reached Wednesday following summations.

HARLEM, N.Y. — A 34-year-old man was found dead with multiple stab wounds to his legs early Friday morning inside a Harlem building, police confirmed.

Officers from the 32nd Precinct responded to a 911 call for an unconscious male around 4:02 a.m. at 250 West 138th Street. Upon arrival, they discovered the victim unresponsive with multiple stab wounds to his legs. EMS arrived shortly after and pronounced the man dead at the scene.

TOMS RIVER, N.J. — A 39-year-old Toms River man has been charged with possession of child sexual abuse material following a joint investigation led by the Ocean County Prosecutor’s Office, officials announced Wednesday.

Justin Thomas was arrested after authorities executed a court-authorized search warrant at his residence on July 31. A forensic examination of a USB drive recovered from his desk uncovered several files containing child sexual abuse material, according to Ocean County Prosecutor Bradley D. Billhimer.

The investigation began after the New Jersey State Police Internet Crimes Against Children (ICAC) Task Force received a cyber-tip from the National Center for Missing and Exploited Children about images being uploaded online. Authorities traced the uploads to an IP address linked to Thomas’ home.
