BALTIMORE — A Baltimore Police helicopter crew made an emergency landing Saturday night to perform CPR on a drowning victim at an elementary school pool, officials said.

At around 8:41 p.m., officers responded to a water rescue call at Walter P. Carter Elementary School, where an unidentified 25-year-old man was pulled from the pool by bystanders attempting to revive him.

LAKEWOOD, N.J. — A Red Bank man has been charged with two counts of vehicular homicide and assault by auto following a fatal crash late Saturday night that left a woman and an 11-year-old girl dead, authorities said.

Raul Luna-Perez, 43, was behind the wheel of a Dodge Durango that crossed into oncoming traffic and collided head-on with a Nissan Sentra at the intersection of Cross Street and Hearthstone Drive around 11:20 p.m., according to the Ocean County Prosecutor’s Office.

The Ocean County Prosecutor’s Office did not disclose Luna-Perez’s immigration status. He does not have an active ICE immigration detainer.

The driver of the Sentra was pronounced dead at the scene. An 11-year-old girl in the front passenger seat was taken to Monmouth Medical Center Southern Campus, where she died from her injuries. Another 11-year-old girl riding in the back seat was hospitalized in serious but stable condition.

Luna-Perez’s two passengers sustained minor injuries and were treated and released from Jersey Shore University Medical Center in Neptune.

Responding officers reported signs of impairment in Luna-Perez, who was later transported to the hospital for a blood draw under a court-authorized warrant. The test results are still pending. He was taken to the Ocean County Jail and is awaiting a detention hearing.

The charges were announced Sunday by Ocean County Prosecutor Bradley D. Billhimer, who acknowledged the coordinated efforts of local and county agencies.

“A subsequent investigation… revealed that a Dodge Durango – being operated by Luna-Perez – was traveling eastbound… when it crossed into the oncoming lane of traffic and collided head on with a Nissan Sentra,” the Prosecutor’s Office stated.

Luna-Perez remains in custody as authorities continue the investigation.

WASHINGTON, D.C. — Patio furniture maker Grosfillex Inc. has agreed to pay $4.9 million to resolve allegations it violated the False Claims Act by evading import duties on aluminum components from China, the U.S. Department of Justice announced Thursday.

Federal authorities accused the Pennsylvania-based company of submitting false customs forms to U.S. Customs and Border Protection (CBP) to avoid paying antidumping and countervailing duties (AD/CVD) on extruded aluminum parts imported from the People’s Republic of China.

According to the government, Grosfillex misrepresented certain aluminum parts as not being subject to AD/CVD and disguised other shipments as furniture “kits” to conceal their origin and classification. In some cases, the company allegedly failed to update its customs filings even after learning that its previous submissions were inaccurate.

“Antidumping and countervailing duties protect American companies from unfair subsidies and trade practices that harm domestic industries,” said Assistant Attorney General Brett Shumate of the Justice Department’s Civil Division.

The settlement resolves claims brought by whistleblower Edward Wisner, a former Grosfillex employee, who filed a lawsuit under the False Claims Act. He will receive $962,662.74 as his share of the government’s recovery.

The investigation was led by the Justice Department’s Commercial Litigation Branch and the U.S. Attorney’s Office for the Eastern District of Pennsylvania, with support from CBP and Homeland Security Investigations.

Grosfillex did not admit liability as part of the settlement.

A whistleblower lawsuit led to a multimillion-dollar settlement after Grosfillex was accused of masking Chinese aluminum parts to dodge U.S. import duties.

PROVIDENCE, R.I. — A New York resident has been indicted by a federal grand jury in Rhode Island for allegedly participating in a scheme that defrauded a law firm and multiple businesses out of more than $8 million, according to an announcement from Acting U.S. Attorney Sara Miron Bloom.

Tushal Rathod, 45, of Baldwinsville, N.Y., faces seven counts, including conspiracy to commit wire fraud, wire fraud, aggravated identity theft, conspiracy to commit money laundering, money laundering, concealment of money laundering, and engaging in transactions with criminal proceeds.

Federal prosecutors allege Rathod worked with co-conspirators he met online to collect and launder fraudulently obtained funds, often keeping a 10% cut for himself. The indictment outlines the use of business email compromise, account takeovers, and counterfeit checks to carry out the scheme.

Among the reported victims are a Rhode Island law firm defrauded of more than $163,200, a California credit union that lost approximately $8 million, and an IT company defrauded of $154,900.

According to the indictment:

  • Rathod opened and controlled business bank accounts to receive stolen funds and recruited others to do the same.
  • He tracked the account activity and shared the details with his co-conspirators.
  • He used falsified documents to access and withdraw funds while concealing their origins and movements.
  • He converted portions of the illicit proceeds into Bitcoin.

The case is being prosecuted by Assistant U.S. Attorney Sandra R. Hebert.

A federal indictment is an accusation, and Rathod is presumed innocent unless and until proven guilty in court.

TRENTON, N.J. — Governor Phil Murphy has signed legislation requiring the New Jersey Motor Vehicle Commission to create digital driver’s licenses and non-driver ID cards, making New Jersey the latest state to adopt mobile identification technology.

The digital IDs, also called mobile driver’s licenses (mDLs), will be accessible on smartphones and other devices. Residents will be able to electronically update their license information and securely display identification without carrying a physical card. The law includes provisions to protect user data and privacy, barring unauthorized access, sale, or sharing of personal information.

The legislation prohibits anyone, including law enforcement, from requiring users to hand over their devices when presenting a digital ID. It also clarifies that displaying the ID does not constitute consent for a phone search or provide grounds for a warrant.

Participation in the program is voluntary, with physical licenses remaining available.

“Digital driver’s licenses will make life easier for drivers across New Jersey,” Governor Murphy said during the bill signing.

The Fiscal Year 2025 Appropriations Act includes $1.5 million for the development of mDLs, with funding available into FY2026. At least 15 other states and Puerto Rico currently operate similar programs, with more states planning to follow.

The bill was sponsored by Assemblywoman Annette Quijano, Assemblyman William Sampson IV, Assemblyman Clinton Calabrese, then-Senator Nellie Pou, and Senator Patrick Diegnan.

Acting MVC Chief Administrator Latrecia Littles-Floyd said the mobile ID will be “secure, convenient, and user-friendly.”

New Jersey joins a growing list of states embracing digital licenses with a law that emphasizes both accessibility and privacy.

FREEHOLD, N.J. — A Union Beach man is facing criminal charges after authorities say he stole more than 100 high-end smartphones from his employer in a scheme that totaled over $140,000, Monmouth County Prosecutor Raymond S. Santiago announced Friday.

Norberto O. Matias, 35, was charged with second-degree Theft by Unlawful Taking following an investigation by the Monmouth County Prosecutor’s Office Financial Crimes and Special Prosecutions Unit.

Matias, a business sales account manager for a telecommunications company, is accused of ordering iPhone 15s under various business client accounts and having the devices shipped to his home. None of the clients received the phones, though their accounts were charged, investigators said.

Authorities said a total of 123 phones were stolen and remain unrecovered. The devices were valued at slightly more than $141,000.

Interviews with five business clients, combined with shipping and billing records, led to the charges, which were served via summons. Matias was released on his own recognizance and is scheduled to make his first appearance in Monmouth County Superior Court on Tuesday, August 26.

The case is being prosecuted by Assistant Prosecutor Michael Costanzo. Matias is represented by attorney Keith Oliver of Marlton.

NEW CITY, N.Y. — Authorities shut down an unlicensed daycare facility in Rockland County after police discovered dozens of children and unsafe conditions at two Maple Avenue properties earlier this month.

On Monday, July 7, around 9 a.m., Clarkstown Police assisted the town’s Building Department in executing a search warrant at 86 and 96 Maple Avenue in New City. The warrant followed complaints and an investigation into the suspected operation of an unlicensed childcare operation.

Inside, officials found approximately 69 children and 20 adults on the premises. Inspectors discovered around 30 cribs, changing stations, and blankets in the basement of 96 Maple Avenue. The basement was unoccupied during the inspection, but officials noted the facility’s conditions raised significant safety concerns.

The search triggered immediate referrals to the Clarkstown Police Juvenile Aid Bureau and Rockland County Child Protective Services. On Tuesday, July 8, RC CPS conducted a follow-up inspection and deemed the facility unsafe, ordering an immediate shutdown of the daycare, known as Camp Smiley, and sending all children home.

Two individuals, Aron Altman and Chana Altman, both 35 and residents of Pomona, were charged with endangering the welfare of a child, a Class A misdemeanor under New York State law. They were released on appearance tickets and are scheduled to appear in court at a later date.

In addition to criminal charges, the Town of Clarkstown filed code violations, which will be addressed by the Town Attorney’s Office in Clarkstown Justice Court.

“The conditions uncovered at this daycare were deeply troubling, and will not be tolerated in Clarkstown,” said Supervisor George Hoehmann.

Clarkstown Police Chief Jeff Wanamaker added that the facility “posed a direct threat to the safety and well-being of the children.”

Camp Smiley’s closure comes as local officials emphasize renewed efforts to crack down on unregulated childcare facilities across the region.

WASHINGTON, D.C. — Congresswoman. Mikie Sherrill is facing backlash after appearing to reverse her stance on New York Assemblyman Zohran Mamdani, a Democratic Socialist known for progressive policies that have drawn national attention.

In a recent statement, Sherrill seemed to distance herself from Mamdani, despite earlier comments that suggested she found his platform “interesting” and shared some of his voters’ goals. Critics, including Republican officials and political opponents, have accused the New Jersey Democrat of backpedaling as scrutiny of her gubernatorial campaign intensifies over her previous support of the socialist New York City candidate.

“Mikie Sherrill’s official comments saying she shares the goals of Socialist Zohran Mamdani is not only absurd, but it is disqualifying, period full stop,” said Republican Governors Association Communications Director Courtney Alexander.

She cited Mamdani’s support for policies such as defunding the police, ending cooperation with federal immigration enforcement, and advocating for government-run grocery stores.

Sherrill’s office has since downplayed the connection, saying she was speaking broadly about engaging new voters and not endorsing any specific platform or figure. However, GOP opponents remain unconvinced.

“Come on, Mikie — NJ voters aren’t stupid,” said former gubernatorial candidate Jack Ciattarelli. “Roll the tape. You said it. You own it.”

BELLEVILLE, NJ — A Newark man was taken into custody Monday night after a shooting at the Stephen Crane Housing Complex in Newark led to a foot pursuit and arrest in Belleville, according to local police.

At approximately 10:41 p.m. on July 21, Belleville officers responded to reports of a possible shooting near 70 Watchung Avenue. After receiving a suspect description, police pursued and arrested 33-year-old Ibn Williams of Newark behind 191 Franklin Street. A firearm was recovered during the arrest.

Shortly after the arrest, a male gunshot victim was located on Salter Place in neighboring Bloomfield. He had sustained a gunshot wound to the left hand and was transported to Clara Maass Medical Center in stable condition.

Investigators determined the shooting originated inside Newark’s Stephen Crane Housing Complex. Both the suspect and the victim fled into Belleville after the incident. Several .22 caliber shell casings were found on Watchung Avenue as part of the ongoing investigation.

Belleville police emphasized their support role in what has become a multi-agency response. “The shooting originated in Newark,” officials stated.

Belleville has responded to similar spillover incidents from the complex earlier this month, including reports of gunfire on July 11 and July 14.

MIDDLETOWN, NJ — Four people have been charged in connection with a deadly June crash on the Garden State Parkway that left one young man dead and another seriously injured, Middlesex County Prosecutor Yolanda Ciccone and New Jersey State Police Colonel Patrick J. Callahan announced Wednesday.

The June 29 crash occurred at approximately 7:04 p.m. near mile marker 130 southbound. When troopers arrived, they found Albion Hysenaj, 20, and a 21-year-old Staten Island resident ejected from a BMW X3 that had rolled over multiple times. Both were transported to Robert Wood Johnson University Hospital. Hysenaj was later pronounced dead; the other passenger suffered serious injuries.

Investigators determined that two vehicles — a BMW X3 driven by Alvi Limani, 20, of Staten Island, and a BMW M5 driven by Jeter Ogando, 23, of Perth Amboy — were racing when Limani’s vehicle struck two others and overturned. Also in the BMW X3 was Emily Harrington, 19, of Staten Island, who was not ejected. Limani and Harrington fled the scene on foot.

According to police, Limani then attempted to flee the country with the help of his mother, Vilma Vneshta, 42. Authorities apprehended the pair near Miami, Florida, on July 17. They are being held pending extradition to New Jersey.

Limani faces a range of charges including first-degree aggravated manslaughter, vehicular homicide, knowingly leaving the scene of an accident resulting in death, and multiple endangering counts. He is also charged with fleeing the scene while injured parties remained.

Harrington has been charged with third-degree hindering, obstruction, and conspiracy to endanger another. Vneshta was charged with third-degree hindering for allegedly helping her son attempt to flee.

Ogando, the driver of the second vehicle involved in the racing, is charged with second-degree vehicular homicide, third-degree endangering another, and assault by auto.

“Alvi and Vilma were apprehended by authorities near Miami,” officials confirmed in the report.

All four individuals remain in custody as the investigation continues.

Police car at the scene of a criminal related incident

MANCHESTER, NJ — A 20-year-old motorcyclist was killed and a 49-year-old cyclist injured Thursday night in a collision at the intersection of State Highway 37 and Commonwealth Boulevard, according to Manchester Township Police.

Officers responded to the scene at approximately 8:30 p.m. and found a damaged gray bicycle in the intersection, missing its front fork and wheel, and a black 2024 Kawasaki Ninja 500 motorcycle on its side in the westbound lanes. The motorcycle’s front wheel was facing east.

The motorcyclist, identified as Connor L. Nolan of Manchester Township, was pronounced dead at the scene. Police said he had been wearing a DOT-approved helmet.

The cyclist, Kimberly Reinschmidt, also of Manchester Township, sustained suspected internal injuries and lacerations to her left hand and arm. She was transported to Jersey Shore University Medical Center and is listed in stable condition.

Preliminary findings indicate the motorcycle was heading west in the left lane of State Highway 37 when Reinschmidt began crossing the highway within a painted crosswalk from Commonwealth Boulevard. The motorcycle struck the front of her bicycle, causing Nolan to lose control. He was ejected after the motorcycle hit the concrete median dividing the eastbound and westbound lanes. The motorcycle came to rest facing east in the westbound lanes.

Emergency personnel from multiple agencies, including local fire departments, paramedics, and state transportation officials, responded to the scene. The road remained closed for several hours.

According to police, contributing factors in the crash appear to include disregard of a traffic signal and unsafe speed. The investigation is ongoing.
