TRENTON, N.J. — A bipartisan coalition of governors from nine states has formally called on PJM Interconnection to enact governance reforms and allow direct state input in board appointments, citing rising energy costs and reliability concerns across the regional power grid.

In a joint letter sent Thursday, the governors of New Jersey, Maryland, Virginia, Michigan, Illinois, Delaware, Pennsylvania, Kentucky, and Tennessee urged the grid operator to fill current board vacancies with candidates proposed by member states. The governors also announced the formation of a new PJM Governors Group to strengthen interstate collaboration on transmission, affordability, and resource adequacy.

The letter follows recent leadership shakeups at PJM, including the dismissal of two board members and the pending departure of the CEO. Governors say these changes create an opportunity to increase state oversight of PJM, which manages electricity for over 67 million people in 13 states and Washington, D.C.

“Every decision that is made in Valley Forge drastically impacts us at home,” said New Jersey Governor Phil Murphy. “We must ensure that families and business owners have a clean and reliable power grid.”

The governors argue that current PJM operations have failed to respond to growing demand, increased connection delays for new resources, and contributed to rising consumer electricity prices.

“PJM undermines our efforts and lacks meaningful accountability to the very states it serves,” said Illinois Governor JB Pritzker.

Governor Wes Moore of Maryland added, “The failure to effectively manage our energy grid is not just an inconvenience—it’s a direct threat to our economic competitiveness and the financial well-being of Maryland families.”

Pennsylvania Governor Josh Shapiro called on PJM to select “thoughtful new Board members who will prioritize our states and the people we serve.”

The letter proposes a bipartisan slate of board candidates and urges PJM to reserve two board seats for individuals jointly recommended by the states. While PJM’s membership ultimately controls board appointments, the governors say their recommendations would bring needed transparency to governance.

The group is scheduled to meet with PJM officials next week to review nominations.

As grid reliability, affordability, and planning challenges intensify, the governors pledged continued joint action to reform PJM’s governance structure and ensure electricity market decisions reflect state-level priorities.

BALTIMORE, MD — Maryland Attorney General Anthony G. Brown announced legal action Thursday against the Trump administration over a data-sharing policy that allegedly allows U.S. Immigration and Customs Enforcement (ICE) access to Medicaid recipients’ personal health information.

According to Brown, the U.S. Department of Health and Human Services entered into an agreement permitting ICE to obtain sensitive medical data — a move Maryland and a multistate coalition argue is illegal. The coalition has filed a lawsuit seeking to block the arrangement and protect the confidentiality of Medicaid records.

“This agreement is a grave breach of the public’s trust and a direct threat to the privacy and safety of families across our state,” Brown said in a public statement. “It undermines the core purpose of our healthcare system by turning it into a tool of surveillance rather than a source of care.”

The lawsuit alleges that the policy will discourage Medicaid recipients, especially those in immigrant households, from seeking medical treatment out of fear that their information could be used in immigration enforcement.

A hearing on the states’ motion for a preliminary injunction is scheduled for August 7.

Brown’s office contends that the policy violates federal law governing health data privacy and threatens to increase pressure on local hospitals and clinics due to untreated conditions escalating to emergencies.

Maryland’s lawsuit aims to halt the data sharing and reaffirm patient confidentiality protections for Medicaid beneficiaries.

Maryland is seeking a court order to block federal authorities from sharing Medicaid health data with ICE.

JERSEY CITY, N.J. — Jersey City Animal Care & Control has been officially recognized as a no-kill shelter for 2025 by the Best Friends Animal Society, following a year of marked improvements in animal welfare and shelter operations.

The designation means the shelter saved more than 90% of the dogs and cats in its care, a benchmark set by Best Friends in its annual shelter statistics report. City officials said over 1,000 animals were surrendered by owners since municipal operations took over in January.

“This national recognition is a testament to our team’s compassion and tireless work to protect and advocate for Jersey City’s most vulnerable animals,” said Mayor Steven M. Fulop.

The city’s Department of Health and Human Services (HHS) launched the Division of Animal Care and Control in January 2024. Since then, the shelter has increased community engagement, hosted adoption events, and partnered with local rescue groups.

Last year, ACC granted $90,000 to 19 rescue organizations supporting trap-neuter-release (TNR) efforts, and also provided free spay/neuter services, check-ups, and rabies vaccinations. The programs helped reduce feline disease transmission and euthanasia rates in the community cat population.

“In this short amount of time we’ve built a shelter that cares for the present and future of the animals that come to us,” said HHS Director Stacey Flanagan.

Veterans and seniors can adopt fully vaccinated, spayed or neutered animals at no cost, and the shelter frequently offers discounted adoptions to the public.

“With a 92% live animal outcome rate in 2024, we are on track to maintain our life-saving trajectory for a second consecutive year,” said William Byrnes, Division Director of Animal Care & Control.

Byrnes highlighted the case of Garfield, an older pit bull/boxer mix abandoned in a field and adopted after a year at the shelter. His adoption, sparked by a social media post, brought him to a new home in Oregon.

Jersey City officials credit the no-kill milestone to increased public outreach, targeted funding, and a focus on building lasting connections between people and animals.

The effort, led by members of The Sons of Thunder — the church’s ministry for boys in grades 8 through 12 — includes planting tomatoes, cucumbers, watermelon, and other crops in a 24-by-36-foot plot. The harvested produce will be donated to the St. Bartholomew Food Pantry, which serves residents in need in the local community.

“I am so proud of these young men for committing themselves to a project that will help so many people in need,” said Father Matthew Gonzalez, who co-leads the group.

The teens are responsible for maintaining the garden throughout the summer, including watering, weeding, and planting additional seeds as needed. The initiative marks a hands-on service project for The Sons of Thunder, a ministry Father Gonzalez launched last summer to help young men explore vocations and faith-based service.
