UTICA, NY – A man reportedly brandishing and possibly firing a shotgun in Proctor Park Friday afternoon was arrested by police after committing a robbery a short time later.

According to police, at 2:30 pm, several 911 calls were made in reference to a man shooting a shotgun in the park.

“A suspect and vehicle description was provided, and that information was provided to members of the Utica Police Department and other agencies. Officers with New York State Parole were conducting operations within the city and also heard the BOLO information,” police said in a report today. “Soon thereafter they witnessed a male matching the description exit a restaurant on the 300 block of South St brandishing a weapon and carrying a clear plastic box. ‘Old Man Bandit’ Charged for Multiple Bank Robberies in Metro Area

by Jeff Jones August 6, 2022
By Jeff Jones

FREDERICK, MD – A 67-year-old Frederick man was arrested and charged with several bank robberies in the metro area earlier this month. The man has a history of robbing banks dating back to the 1970s, police said today.

According to police, Steven Gregory Gass, dubbed the “old man bandit,” has an extensive history of bank robberies, spanning 45 years, and was arrested on Thursday, July 14, 2022, after attempting to rob a Wells Fargo Bank on North Frederick Ave. in Gaithersburg.

The Frederick Police Department released the following information regarding Gass’ multiple robberies:

One of the first banks Gass robbed was in Montgomery County in 1977. In 2010 Gass pleaded guilty to robbing 19 banks between 2008 and 2009 in Florida. He was granted a compassionate release from prison in 2019 for medical reasons and moved back to MD, where he lived with his elderly parents at the time of his most recent arrest.

On July 14, at approximately 9:36 a.m., Montgomery County Police and Gaithersburg City police officers responded to a call for an attempted bank robbery that just occurred at the Wells Fargo Bank on the 600 block of North Frederick Ave.

Officers learned that a White male, wearing a light-colored fisherman’s hat, sunglasses and a large face mask entered the bank and approached a bank teller. The suspect, later identified as Gass, handed the teller a handwritten note, announcing the robbery. The teller walked away, and another bank employee hit the silent alarm. Gass then left the bank without receiving any money.

Montgomery County Police officers observed Gass leaving the area of N. Frederick Ave. in a black two-door Honda Civic, and followed him to a Park and Ride on Rt. 80, near the I-270 exit ramp. Officers approached Gass and arrested him without incident. During the course of the investigation, detectives were able to connect Gass to a June 18 bank robbery on Old Georgetown Rd. in Bethesda.

On Monday, June 18, at approximately 10:34 a.m., Gass entered the Truist Bank on the 10400 block of Old Georgetown Rd, wearing a large fisherman’s hat and blue face mask. He passed a handwritten note to the bank teller announcing the robbery and left the bank with an undisclosed amount of money.

Gass is also accused of robbing a bank in Baltimore County.

On Sunday, July 21, Montgomery and Baltimore County Police served a residential search warrant on Gass’s parents’ home in Frederick. Additional items of evidentiary value were recovered by Baltimore County Police and entered as evidence.

Gass is currently being held at the Montgomery County Central Processing Unit without bond on the two Montgomery County cases, and Baltimore County has obtained an arrest warrant, charging him with one count of robbery.

Japan PM to reshuffle cabinet amid Taiwan, Unification Church issues

by Reuters August 5, 2022
By Reuters

By Kantaro Komiya

TOKYO -Japanese Prime Minister Fumio Kishida said on Saturday he will reshuffle his cabinet next week to address mounting issues including Taiwan tensions, COVID-19 and economic stimulus measures to counter inflation.

“We need to set off a new formation as soon as possible considering the various issues,” he told a news conference in Hiroshima after attending a commemoration for the 77th anniversary of the world’s first atomic bombing in the city.

The earlier-than-expected staff change also comes as his administration faces increasing public scrutiny on the relationship between the religious group Unification Church and ruling party lawmakers, including slain former prime minister Shinzo Abe.

Natsuo Yamaguchi, leader of Kishida’s ruling coalition partner Komeito party, said in a Saturday news conference that Kishida had informed him the cabinet reshuffle would be announced on Wednesday.

Kishida did not give any details of his cabinet changes but the Yomiuri daily reported earlier that he would likely replace Defence Minister Nobuo Kishi, given his health issues.

Defence is in the spotlight with tension surging between self-ruled Taiwan and mainland China in recent days.

A recent surge of COVID to record-high infection numbers poses another problem for the government.

A reorganisation of the cabinet and ruling party officials was slated for early September, after a memorial service for Abe who was shot dead last month, but Kishida brought it forward to address falling approval for the cabinet in polls, the Yomiuri said.

The reshuffle comes after Kishida’s conservative coalition government increased its majority in the upper house of parliament in a July election held two days after Abe’s death.

Kishi, 63, the younger brother of Abe, has been defence minister since September 2020.

Jiji news agency reported on Friday that Finance Minister Shunichi Suzuki would be retained, and Industry Minister Koichi Hagiuda would either be kept or moved to another important post.

Foreign Minister Yoshimasa Hayashi and Chief Cabinet Secretary Hirokazu Matsuno, as well as ruling Liberal Democratic Party (LDP) Vice President Taro Aso, and Secretary-General Toshimitsu Motegi would also likely retain their positions, the Yomiuri also reported.

UNIFICATION CHURCH PROBE

Kishida was also asked at the news conference about the Unification Church, a religious group to which the mother of the man who shot Abe belonged, and which has been reported to have had particularly close links with Abe’s faction of the LDP.

Kishida said he would order the cabinet to scrutinise any links between the church and cabinet members, including deputy ministers, and review them into “appropriate forms” to seek the public’s understanding.

“As far as I know, I personally do not have any ties with the group,” he said.

In a July 30-31 poll by Kyodo news agency, more than 80% of respondents said the relationship between the Unification Church and politicians must be revealed, and 53% expressed opposition to a state funeral for Abe.

The poll found support for Kishida’s cabinet fell 12.2 points to 51.0%, its lowest in Kyodo polling since his inauguration in October.

Kishida said it was appropriate for the government to organise a state funeral given that Abe was modern Japan’s longest-serving prime minister and given the circumstances of his death during “the very foundation of democracy”, referring to the election campaign.

Brazil’s Eletrobras brings back former CEO Ferreira, elects new chairman

by Reuters August 5, 2022
By Reuters

SAO PAULO -The new board of directors of Brazilian power company Eletrobras on Friday chose former CEO Wilson Ferreira Junior to return to the job and elected former Petrobras CEO Ivan Monteiro as chairman of the board of directors, the company said in a statement.

Shareholders also appointed a new board of directors for the newly privatized utility on Friday.

Ferreira will take office by Sept. 20, returning to the position after serving as Eletrobras’ CEO from 2016 to 2021.

Outgoing CEO Rodrigo Limp will stay in the company as regulations head.

Ferreira had left Centrais Eletricas Brasileiras SA, as Eletrobras is formally known, in early 2021, after seeing the company’s privatization bid lose traction, saying at the time that the process had been delayed by the pandemic and stalled in Congress.

The government, however, did manage to privatize Latin America’s largest utility earlier this year in a 33.68 billion-real ($6.5 billion) deal that paved the way for Ferreira’s return to his old job.

The move represents a new beginning for Ferreira, who first took the reins of Eletrobras in 2016, appointed by former President Michel Temer to overlook the privatization process from its first steps.

He retained the position under President Jair Bolsonaro, but left the power giant last year to lead fuel distributor Vibra Energia SA as he felt the privatization bid would not be successful.

Rumors of his return to Eletrobras had circulated since he resigned his position at Vibra last month.

“Markets should see it as positive,” Credit Suisse said last month. “(Ferreira) was CEO from 2016-2021 and started the turnaround of the company, so implementation of a new efficiency plan could be faster.”

Muslim men likely targeted and killed in New Mexico, police say

by Reuters August 5, 2022
By Reuters

By Andrew Hay

(Reuters) – The murders of three Muslim men in New Mexico’s largest city in the past nine months were likely linked and they appear to have been targeted for their religion and race, police said.

Two members of the same mosque were shot dead in Albuquerque in the last ten days and there is a “strong possibility” their deaths are connected to the November killing of an Afghan immigrant, according to a city police official.

In all three cases victims were ambushed and shot without warning, city police said.

“There’s one strong commonality in all of our victims — their race and religion,” Albuquerque police Deputy Commander Kyle Hartsock told a Thursday press briefing, according to the Santa Fe New Mexican newspaper.

Muhammad Afzaal Hussain, 27, a planning director for the city of Española who came to the United States from Pakistan, was shot dead on Monday outside his Albuquerque apartment complex, police said.

That followed the murder of Aftab Hussein, 41, from Albuquerque’s large Afghan community, who was found dead of gunshot wounds on July 26 near the city’s international district, police said.

The deaths are likely linked to the shooting of 62-year-old Mohammad Ahmadi in a parking lot by a halal supermarket and cafe on Nov.7, Hartstock said.

“We have never felt this much fear in [our] community,” Tahir Gauba, a spokesman for the Islamic Center of New Mexico, told the newspaper.

The Council on American-Islamic Relations (CAIR), a U.S.-based Muslim civil rights group, on Friday offered a $5,000 reward for information leading to the arrest and conviction of the person or persons responsible for the deaths.

“If a bias-motive is determined, state and federal authorities should apply appropriate hate crime charges,” CAIR National Executive Director Nihad Awad said in a statement.

New Jersey Now Has A Criminal Department of Diversity, Equity and Inclusion

by Your News August 5, 2022
By Your News

From the Desk of Matt Platkin, New Jersey Attorney General

TRENTON – Acting Attorney General Matthew J. Platkin today issued an Executive Directive that formally establishes the Office of Diversity, Equity, and Inclusion (ODEI) within the Department of Law & Public Safety (LPS), which will be led by Assistant Attorney General Lora Fong, LPS’s current and first Chief Diversity, Equity, and Inclusion Officer.

Under the Directive, the Office will be responsible for the overarching strategy, oversight, and implementation of diversity, equity, and inclusion initiatives within and across the Department, which is comprised of 18 divisions and approximately 7,700 employees, and whose work touches the lives of nearly every New Jersey resident.

In addition, Acting AG Platkin is releasing the Department’s most recent year-end workforce demographic data in the form of a comprehensive report reflecting the race and ethnicity of LPS employees plus gender identity metrics Department-wide and within each of LPS’s divisions, and examining representation within law enforcement, attorney, and civilian roles along with comparative benchmarks. Acting AG Platkin has also released the 2021 Diversity, Equity, and Inclusion plans for each of the Department’s divisions. That report is accessible here: https://www.nj.gov/oag/newsreleases22/2021-Division-DI-Plan.pdf

“As the Department of Law and Public Safety has broad oversight of the State’s legal and law enforcement matters, we recognize how important it is that the Department reflects the diversity of the more than 9 million New Jersey residents we are sworn to serve,” said Acting Attorney General Platkin. “By formally establishing this Office we further demonstrate our commitment to an organizational culture that values and facilitates diversity, equity, and inclusion and that enables transparency and accountability, which in turn will help us advance our goals for a more representative Department.”

“The creation of this office reflects the commitment of Acting Attorney General Matt Platkin to promote diversity, equity, and inclusion by building capacity and resources in support of the transformative work that Assistant Attorney General Lora Fong has begun,” said Jayné Johnson, Director of the Office of Diversity, Equity, Inclusion, and Belonging in the Governor’s Office. “I look forward to continuing to partner with her, as we work to ensure that our state government is stronger, fairer, and more equitable.”

“Transforming a culture takes top-down commitment and resources, and I thank Acting Attorney General Platkin for his leadership and dedication to diversity, equity, and inclusion,” said Assistant Attorney General Fong. “The Acting Attorney General has made diversity a priority in the appointments of his executive team and division leadership, and the changes announced today will solidify our efforts to infuse equity and inclusion in the Department’s DNA.”

New Jersey is one of the most diverse states in the nation, ranking among the top 10 U.S. states with the highest diversity index, as measured by the 2020 U.S. Census. In addition, the State reflects great diversity across socioeconomic factors, such as household income and educational attainment, as well as cultural or religious aspects, for example, in the languages spoken or faiths observed in the Garden State.

Decades of research findings establish that diverse and inclusive organizations are more successful, more innovative, and more likely to attract and retain top talent. In addition, the Department’s commitment to working with and understanding the needs and concerns of diverse communities has never been more crucial to the effectiveness and the ability of LPS to carry out its mission.

The Attorney General’s Office is providing additional resources to carry out the work of ODEI, including posting for new roles that include a senior Deputy Attorney General, analyst, and administrative support dedicated to advancing the Department’s DEI mission. Those job postings are accessible here: https://www.njoag.gov/careers/all-job-postings/

Since 2016, Assistant Attorney General Fong has served as a member of the AG’s Executive Leadership team, responsible for leading the Department’s DEI efforts. During this time the Department has established six Employee Resource Groups (Women, Military, Black, Asian, Latino/Hispanic, and LGBTQ+ employees and their allies), expanded LPS’s Diversity Council, and has created Division-specific units in support of DEI, for example, at the New Jersey State Police. The Department has further and intentionally evolved its culture to be more inclusive, promoting cross-cultural programs, delivering training and education, and re-architecting systems and processes to be more equitable and reduce unconscious bias. Though more work remains to be done, the Department is committed to sustained progress.

Howard County Dispatcher Recognized for Going Above and Beyond After Vague 911 Call

by Your News August 5, 2022
By Your News

by Howard County Police Department

HOWARD COUNTY, MD – On July 23, dispatcher Trish Geiman took a call from a woman in Delaware who relayed that her son, a Howard County resident, had called her after finishing a 10k race and said he was having trouble breathing. The woman was unsure of her son’s location, or what race he had finished, and she was unable to get back in contact with him.

When Geiman couldn’t reach the man on his phone either, and with no more information to go on, she began researching races happening in Maryland that day. Eventually, she found a race in a neighboring county, contacted its emergency dispatch center, and learned that its paramedics had just transported the man to a local hospital.

Geiman relayed all of this information to the man’s mother. The mother drove down from Delaware and reported that her son is doing well. She was incredibly appreciative of Geiman’s efforts, writing in a note she sent with flowers last week: “Grateful and blessed, I am so very grateful that you were the person on the other end of the call on July 23rd. Thank you for going the extra mile and beyond.”

We echo the woman’s sentiments. Incredible work going above and beyond the call of duty and a great example of the impact our dedicated dispatchers make in people’s lives every day!
