Authorities say the June 29 crash happened when 20-year-old Alvi Limani, driving a BMW X3, was racing alongside a BMW M5 driven by 23-year-old Jeter Ogando. Limani’s vehicle struck two other cars, ejecting two passengers. One of them, 20-year-old Albion Hysenaj, died from his injuries. Another 21-year-old passenger was hospitalized in serious condition.

Investigators allege Limani fled the crash scene on foot with another passenger, 19-year-old Emily Harrington, who now faces charges of hindering, obstruction, and conspiracy to endanger another. Ogando has been charged with vehicular homicide, endangering another, and assault by auto.

Prosecutors say Limani and his mother, 42-year-old Vilma Vneshta, flew to Miami after the crash in an attempt to leave the country. Both were arrested in Florida on July 17 and extradited to New Jersey this week.

Two sets of handcuffs.

CHICAGO, IL – U.S. Customs and Border Protection officers at O’Hare International Airport detained two U.S. citizens on July 24 after discovering more than 70 pounds of narcotics in their checked and carry-on luggage while they attempted to board a flight to Brazil.

The couple, arriving from Los Angeles and en route to São Paulo, were selected for a routine outbound enforcement exam by CBP’s Passenger Enforcement Rover Team. Upon inspecting their checked baggage, officers found multiple heavy vacuum-sealed packages wrapped in white t-shirts.

One suitcase belonging to the female traveler contained a vacuum-sealed brick of brownish tar-like material, which field-tested positive for marijuana hashish. In total, her bag held 37 pounds of the illegal substance. Initially, she claimed she packed only her carry-on luggage and denied knowing the contents of the checked bag.

The male traveler admitted to packing both suitcases and was found in possession of multiple substances. Officers found 35 pounds of hashish in his checked bags, and in his carry-on, 28 grams of marijuana, 1.42 grams of ecstasy, 0.9 grams of ketamine, and 0.8 grams of cocaine.

All drugs were seized by CBP officers. The narcotics were concealed in vacuum-sealed packages, a method agents say is commonly used by traffickers attempting to evade detection. Both individuals were detained and are facing criminal charges.

“These individuals believed they were going to easily slip by CBP’s watchful eye – they were wrong,” said LaFonda D. Sutton-Burke, Director of Field Operations for the Chicago Field Office.

The bust is part of CBP’s ongoing efforts to intercept outbound drug trafficking at major international gateways.

WASHINGTON, D.C.President Donald J. Trump on Monday declared a crime emergency in the nation’s capital and ordered the mobilization of the D.C. National Guard as part of a new public safety initiative.

Speaking at the White House, Trump said the “Safe and Beautiful Task Force” will restore safety and improve conditions for residents and visitors. Defense Secretary Pete Hegseth announced that about 800 soldiers have been activated, with 100 to 200 assigned to support law enforcement through administrative, logistical, and on-the-ground presence.

Hegseth said the Guard will work alongside D.C. police and federal agencies, and that other National Guard units are prepared to deploy if needed. The White House cited recent violent crimes — including the killings of two embassy staffers in May, a congressional intern in June, and an assault on a federal employee earlier this month — as justification for the action.

The president also pledged to address vandalism, trash, and infrastructure damage, aiming to restore Washington’s appearance as “the gleaming capital” of the United States.

Baltimore Mayor Brandon M. Scott

BALTIMORE, MD – A united front of city and state officials sharply rejected comments from the President on Monday suggesting Baltimore could be among cities where the National Guard is deployed and local police departments are taken over by federal control.

In a joint statement, Mayor Brandon Scott, Governor Wes Moore, members of Maryland’s congressional delegation, and dozens of state and city leaders said they “stand in strong opposition” to what they called a “power grab” based on false claims about crime in Baltimore.

The officials cited a 40% drop in homicides since 2021 as proof of local progress on public safety, crediting community partnerships, violence interrupters, youth investment, and targeted prosecution of repeat offenders. They accused the administration of cutting federal funding for the very programs that have reduced crime.

The statement argued that federalizing local law enforcement undermines democracy and ignores proven strategies already delivering results in Baltimore. Leaders vowed to keep their focus on preventing violence without what they described as unnecessary federal overreach.

Toms River, NJ – On Thursday morning, a man accused of killing a New Jersey mother and her 11-year-old daughter in a late-night crash was brought back to the Ocean County Jail to face upgraded charges after a brief stay in federal immigration custody.

Raul Luna-Perez, 43, of Red Bank, was taken from the ICE detention facility in Elizabeth and returned to county custody, where prosecutors say he now faces two counts of aggravated manslaughter and two counts of strict liability vehicular homicide. He had initially been charged with vehicular homicide and assault by auto following the July 26 crash in Lakewood.

Federal officials detained Lunaperez after he was freed by a New Jersey judge with home confinement.

“Luna-Perez was initially charged with two counts of Vehicular Homicide and Assault by Auto on July 27, 2025; he was transported to the Ocean County Jail but subsequently released by the Court on strict home detention as a consequence of New Jersey Bail Reform.  Luna-Perez was thereafter transferred to federal custody by way of an Immigration and Customs Enforcement (ICE) detainer,” the Ocean County Prosecutor’s Office reported.

Investigators say Luna-Perez was driving a Dodge Durango eastbound on Cross Street around 11:20 p.m. when he crossed the double yellow line, passed four cars, and slammed head-on into a Nissan Sentra driven by 42-year-old Maria Pleitez. Pleitez died at the scene, while her 11-year-old front-seat passenger was pronounced dead shortly after at a Lakewood hospital. Another 11-year-old in the backseat survived with non-life-threatening injuries.

Authorities say Luna-Perez appeared impaired at the scene. A court-ordered blood test at Jersey Shore University Medical Center later showed a blood alcohol concentration of at least .19, nearly three times the legal limit.

After his initial arrest, Luna-Perez was released under New Jersey’s bail reform rules to strict home detention, but was quickly transferred to federal custody under an ICE detainer. Prosecutors say his BAC results, combined with evidence that he was traveling about 60 mph, prompted the upgraded charges.

Prosecutor Bradley D. Billhimer said his office will seek to detain Luna-Perez without bail pending trial.

──────────────────
Key Points

  • Raul Luna-Perez faces upgraded charges in a crash that killed a mother and her daughter in Lakewood.
  • Authorities say he was driving nearly three times over the legal alcohol limit and at high speed.
  • He was returned from ICE custody to Ocean County Jail for a detention hearing.

A suspected drunk driver accused of killing two in a head-on crash is now facing more serious charges after being returned from ICE custody.

FREDERICK, MD – A Frederick resident is making headlines after baring his backside to city officials during a council meeting, an act he claimed was a form of protest protected by state court precedent.

“This is my opinion of you communist bastards,” he said as he pulled his drawers down. “God Bless the U.S.A.”

The incident unfolded as Adam Harper addressed the council, voicing frustration over what he described as excessive difficulty in obtaining public records. After verbally criticizing the officials, he turned and mooned them while declaring “God bless the USA.”

Harper cited a 2006 Maryland court ruling that determined mooning could be considered expressive conduct rather than indecent exposure. The exchange quickly spread online, drawing both criticism and support from viewers.

Officials have not announced whether Harper will face any charges in connection with the display.
