BOSTON — Officers with U.S. Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO) in Boston, Massachusetts, removed an unlawfully present Salvadoran national wanted by law enforcement authorities in El Salvador on a homicide charge Friday, December 18.

Marvin Alexander Figueroa-Mazariego, 40, was flown on a charter flight coordinated by ICE Air Operations from Alexandria, Louisiana, to the El Salvador International Airport in San Salvador, El Salvador. Upon arrival, he was turned over to Salvadoran authorities.

“We’re very grateful that together with our HSI partners this dangerous fugitive who sought to avoid justice in his home country was removed from New England,” said Todd M. Lyons, Field Office Director, ERO Boston. “We remain committed to seeking out and removing any illegally present criminal fugitives who think they can evade the law. Our focus will always be on those who continue to pose a potential threat by hiding in our communities in Massachusetts.”

On November 24, 2014, U.S. Border Patrol (USBP) arrested Figueroa at Rio Grande City, Texas, as an alien who entered the United States without being admitted, inspected or paroled by an immigration official.

During 2015 and 2016, Figueroa made several legal attempts to evade being returned to his country, including seeking a stay of removal, which were all rejected. In December, 2016, ERO Houston received information that Figueroa was wanted for murder in El Salvador. In July, 2019, HSI Boston arrested Figueroa at Framingham, Massachusetts.

On December 23, 2019, an immigration judge in Boston, Massachusetts, ordered Figueroa removed to El Salvador. In January, Figueroa filed an appeal with the Board of Immigration Appeals (BIA) which was dismissed, October 8; he was removed and handed over to Salvadoran authorities with the support and coordinated team work efforts of ICE ERO San Salvador.

ICE is focused on removing public safety threats, such as convicted criminal aliens and gang members, as well as individuals who have violated our nation’s immigration laws. In FY 2019, ERO Houston removed 5,497 known or suspected gang members and more than 12,620 aliens with criminal convictions.

Members of the public who have information about foreign fugitives are urged to contact ICE by calling the ICE Tip Line at 1 (866) 347-2423 or internationally at 001-1802-872-6199. They can also file a tip online by completing ICE’s online tip form.

NASHVILLE, TN – Special Agent in Charge Doug Korneski of the FBI Memphis Field Office today released the results of forensic tests of human remains recovered from the blast site on 2nd Avenue. DNA examinations of tissue samples by both the Tennessee Bureau of Investigation and the FBI Laboratory in Quantico, Virginia, were consistent with those of Anthony Quinn Warner, 63, of Antioch, Tennessee.

A key break in the investigation occurred when the Tennessee Highway Patrol was able to locate and recover the VIN (vehicle identification number) from the suspect’s van. That information, along with crucial tips from the public, led to the home of the suspect in Antioch.

FBI and ATF agents are continuing to recover and analyze evidence. The motive for the incident is still unclear. Leads are still being followed, but at this time, there is no indication that any other individuals are involved.

ATF’s unique resources from the National Center for Explosives Training and Research (NCETR) and the United States Bomb Data were instrumental in providing links to this investigation. Leveraging technology with traditional law enforcement techniques clearly was beneficial in this case.

The ATF’s National Response Team along with the FBI’s Evidence Response Team continue to work seamlessly in the processing of this crime scene. Additionally, the TBI, the Metro Nashville Police Department, and our federal, state, and local partners will continue to work to ensure the safety of Nashvillians.

If you have any images, videos, or other information you may have related to the explosion in downtown Nashville, please visit fbi.gov/nashville. If you do not have an attachment but have information to provide, please submit it at tips.fbi.gov or call 1-800-CALL-FBI.

PHOENIX, AZ – The FBI has arrested a man thought to be the murderer behind several rape incidents involving teenage girls and one brutal murder.  Now, the FBI is asking for members of the public who might have also been victims of this accused serial rapist to come forward.

The Phoenix Police Department, Peoria Police Department, and FBI are asking for the public’s help in seeking potential victims and additional information about an alleged sexual offender and homicide suspect, Lance David Ray.

Ray, 53, was recently arrested in connection with three separate incidents in 2000. In the Peoria incident, it is alleged that Ray kidnapped a 14-year-old, held him at gunpoint, and sexually assaulted him. In the first of the two Phoenix Incidents, the charges allege that Ray kidnapped, bound, and sexually assaulted a 17-year-old at gunpoint. The other incident involved an 18-year-old male victim who was shot and killed after a struggle.

In 2020, D.N.A. evidence linked Ray to these crimes. In October of 2020, Ray was arrested in Bloomington, Indiana, where he was visiting. He was extradited to Phoenix and booked into the Maricopa County Jail. The investigation is ongoing, and it is believed that additional victims may exist.

Ray lived in the San Francisco, California, area in the early 1990s before moving to Portland, Oregon, in 1993. Ray resided in Oregon, Washington, and California until 1999, when Ray moved to Phoenix, Arizona, from 1999 to 2003. Ray then resided in California again from 2003 to 2017 before moving to St. Louis, Missouri, in 2017.

If you believe you or someone you know may have information regarding Lance David Ray, please e-mail [email protected] or call 1-800-CALL-FBI. In your e-mail please provide your name, date of birth, phone number, and address.

We would like to thank all of our partners who have helped in this investigation, including FBI St. Louis, FBI Los Angeles, and FBI Indianapolis.

If Jeffery Epstein was found dead from an apparent suicide in his prison cell today, one might argue it was COVID-19.  It might even be reported as such, but the circumstances of the pedo-island billionaire’s death will probably forever be the subject of conspiracy theories.  Now, it has been reported that Epstein’s last prison cellmate has also died.  Efrain Reyes died from COVID-19 last month, the Daily News reported.

“Reyes, 51, was found dead in bed on Nov. 27 at his mother’s apartment, the NYPD confirmed. In August 2019 he shared a cell with Epstein, only to be transferred to the privately-run Queens Detention Facility the day before the accused sex trafficker hanged himself, according to his family and Bureau of Prisons records. Reyes’s niece, Angelique Lopez, said Epstein was paired with her uncle because he had a bad leg and was mild mannered,” the newspaper said.

Joe Biden is forgetful. No matter how much Facebook and Snopes fact check any claims saying this, the evidence is overwhelming. On Tuesday, Vice-President-Elect Kamala Harris received the COVID-19 vaccine and later that day, on queue, President-Elect Joe Biden called Harris, “President-Elect” again.   Earlier this week, President Trump mocked Biden’s forgetfulness, saying, “I never once called him President Mike Pence, I mean, who does that?”

A report published this month by OceansAsia claims over 7,000 tons of non-recyclable, non-biodegradable single-use medical facemasks will litter the world’s oceans after the 2020 COVID-19 pandemic.  The report, entitled “Masks on the Beach” was written by Dr. Teal Phelps Bondaroff, Director of Research for OceansAsia and Sam Cooke, Research Associate for the organization.

According to the report, single-use face masks are made from a variety of meltblown plastics and are difficult to recycle due to both composition and risk of contamination and infection. These masks enter our oceans when they are littered or otherwise improperly discarded, when waste management systems are inadequate or non-existent, or when these systems become overwhelmed due to increased volumes of waste.

“The number of masks entering the environment on a monthly basis as a result of the COVID-19 pandemic is staggering. From a global production projection of 52 billion masks for 2020, we estimate that 1.56 billion masks will enter our oceans in 2020, amounting to between 4,680 and 6,240 metric tonnes of plastic pollution,” Dr. Bondaroff said.

“Action at every possible level is needed to address the serious threat posed by marine plastic pollution. When possible, individuals should choose to wear reusable masks and masks made from sustainable materials. Masks should always be disposed of responsibly. In general, individuals should strive to reduce their consumption of unnecessary single-use plastic, purchase from companies that offer these alternatives, and encourage other companies to reduce their use of plastic,” the report says.

Luke Letlow, 41, a Republican who was just elected by the people of Louisiana to represent their state in Congress has died of COVID-19.  Ten days ago, Lutlow let his constituents know he had tested positive for COVID-19.

“I have tested positive for COVID-19. I’m at home resting, following all CDC guidelines, quarantine protocols, and the recommendations of my doctors,” Lutlow posted on December 18th.

Three days later, Lutlow found himself in St. Francis Hospital, praising the public for their blood and plasma donations. He seemed in decent spirits while he underwent his treatment for COVID-19.

“I am currently undergoing treatment for COVID-19 at St. Francis Hospital by a wonderful team of doctors and nurses. I am confident that with their help I will be on the mend soon. I also believe strongly in the power of prayer, and our family has been blessed by a praying army of people,” he wrote on December 21st. “While here, I’ve learned firsthand how important plasma and blood donations are during this pandemic. For those who’ve had Covid already, your plasma is ESPECIALLY needed by those who are suffering. I cannot stress this enough. Please consider saving lives by going out and donating at your local blood bank. It may very well be the gift of life that you are giving a family this Christmas.”

Two days later, Letlow was transferred to Ochsner LSU Health Shreveport Academic Medical Center and it was reported that he was in stable condition by Dr. G.E. Ghali, Chancellor of LSU Health Shreveport.  Ghali said Letlow had begun a treatment consisting of Remdesivir and steroids.

Lutlow’s wife Julie announced Sunday morning that things might not be going well for the newly elected Congressman.

“While Luke continues his treatment and remains in stable condition, the doctors have told us the road to recovery and the length of time is hard to predict and different for everyone,” she said.

On Tuesday, Lutlow passed away.  In just 10 days, the virus had taken the ultimate toll on the Congressman-elect.  Letlow is survived by his wife, Julia Barnhill Letlow, PhD., and two young children.

TOMS RIVER, NJ – After 30 years of success, Tony Rivoli decided to part ways with his beloved “Rivoli’s” restaurant on Fischer Boulevard in Toms River.  Nowadays, Rivoli’s lives on in spirit at Rivoli’s Grill and Chill in Howell and at Riv’s Silverton Hub in Toms River.  In his place at the old Fischer Boulevard location was Canaeda’s White Rooster, a $2 million sinkhole funded by Toms River investor Jeremy Grunin.  Canaeda’s was featured on Gordon Ramsay’s 24 Hours to Hell and Back, but even the world-renowned Michelin star chef could not save the White Rooster.  Shortly after Ramsay’s visit, the restaurant closed its doors.

Now, after losing $2 million at Canaeda’s White Rooster, Grunin is giving the restaurant industry a second try, this time, he has more successful restaurateurs in his corner.

The new restaurant is going to be called Joe Bella’s Italian Kitchen and Bar, owned in a partnership by Grunin,  Joe Palmisano owner of the successful nearby Four Seasons Diner and Robert Scalera, of Theresa’s South in Bay Head.   The restaurant will have a liquor license and is being renovated for indoor and outdoor seating.

JENSEN BEACH, FL –  The COVID-19 doldrums have us all down these days, but for one Tennessee teen visiting Florida, it got so bad, it forced her to rob a store the Martin County Sheriff’s Department said today.
In a release by the department, 18-year old Nicole Baylie W1lson of Murfreesboro Tennessee blamed boredom for a burglary that cost a Martin County business owner hundreds of dollars in damages and more than $2,000 in merchandise loss.
“Wilson, who left her relatives Martin County home to go for a stroll, used a piece of concrete to smash out a window at a retail fuel business on NE Jensen Beach Boulevard early Saturday morning,” the department said.  “Once inside she stole tobacco products, lottery tickets, vape pens, scales, grinders and hand pipes. A deputy on patrol noticed Wilson walking along the roadway just after the break-in, so he stopped and asked if Wilson needed assistance.”
Despite having an unusual amount of vape pens with her, there were no reports of stolen property at the time, so the deputy gave her a ride back to her relative’s home. About three hours later, the business owner arrived at work and discovered the damage and the burglary.
The deputy was now able to provide investigators with a possible suspect, and her address. Deputies returned to the apartment and questioned Wilson. She confessed and said she did it because she was bored.
Baylie Nicole Wilson was charged with unoccupied burglary and grand theft. Both felonies. She is being held at the Martin County jail on $16,000 bond.

NASHVILLE, TENNESSEE  – December 29, 2020 – An inmate at the Tennessee Department of Correction has been charged with using the U.S. Mail to harass and intimidate the widow of a man he murdered in 2009, announced  U.S. Attorney Don Cochran for the Middle District of Tennessee.

A criminal complaint unsealed today charged Hank Wise, 55, with mail stalking, after sending numerous letters and other communications to the woman through her attorney.

“We owe a duty to victims of crime to ensure that they will not continue to be subjected to cruel acts which cause emotional distress as alleged here,” said U.S. Attorney Cochran.  “We simply will not stand for this.”

On April 2, 2009, while at the Buck Wild Saloon in Nashville, Wise shot and killed a man identified in the complaint as “B.G.” in front of his wife.  In April 2012, Wise was convicted of second degree murder in Davidson County Criminal Court and subsequently sentenced to 23 years in prison.

While in prison, beginning in approximately 2011, Wise began sending letters to the victim’s widow, through her attorney, which lasted until 2017. The communications were also in the form of holiday cards such as Christmas and Valentine’s Day and contained romantic overtures, professing his love for her and telling her that he thinks about her every day.

Wise continued to send letters and cards intended for the woman through her attorney until 2017.  Although initially aware of the communications, the woman asked her attorney not to notify her of any subsequent letters after 2012.  After 2012, the attorney continued to receive letters from Wise, intended for the woman, but in keeping with his client’s wishes, he did not share the communications with her until sometime in 2019.  The woman was highly distressed when she learned of the continued attempts by Wise to communicate with her.

Wise made an initial appearance before a U.S. Magistrate Judge this afternoon.  If convicted of this charge, he faces up to five years in federal prison.

This case was investigated by the U.S. Postal Inspection Service and is being prosecuted by Assistant U.S. Attorney Robert E. McGuire.

A criminal complaint is merely an accusation.  Wise is presumed innocent until proven guilty in a court of law.

JACKSONVILLE, FL –  The Jacksonville Police Department responded to quell a disturbance at the AMC movie theater on Western Boulevard after a patron was refusing to wear a facemask inside the theater.

According to police, on Sunday, at approximately 12:55 pm, they were called to the AMC movie theater located at 350 Western Blvd. to remove a person violating the mask-wearing laws. The initial investigation revealed that several patrons had gathered in the lobby of the theater to protest the fact that a patron was being requested to wear a face-covering per the AMC Corporate policy. The complaint alleged that a guest was being discriminated against due to a medical condition covered under the American with Disabilities Act (ADA).

Officers spoke to all parties concerned and determined that the incident occurred on private property and that AMC had requested the guests leave the property who were not complying with AMC’s policy regarding face coverings, which AMC indicated was to comply with the requirements of the Governor’s Executive Order regarding face coverings.

“hether there was a violation of the Americans with Disabilities Act, is a civil matter that must be resolved through a civil action, if necessary. Jacksonville Police Department’s role was to keep peace and investigate the possibility of trespassing on private property,” the department said. “There were no arrests or charges levied in this incident, and all protestors left the business on their own accord.”

TRENTON, NJ – A one-week mixup of COVID-19 vaccinations for assisted living facilities and state-run veterans homes has led to an additional 43 people being infected with COVID-19 this weekend.  Those living and working in the ‘cheap seats’ as the governor called it last week were exposed to the virus.

According to Health Commissioner Judith Persichilli, whose department failed to make a critical filing deadline, delaying vaccinations for 7 additional days at the state’s veteran homes, Vineland reports five new positive residents and 34 positive employees. They are reporting two COVID-confirmed deaths and one COVID-confirmed pending. Menlo Park reports three new staff and one resident, and Paramus reports no new cases.

This week, Murphy announced the rollout of the vaccine will begin at those facilities, one week later than anticipated due to the paperwork mixup.

“CVS has already coordinated and scheduled visits to 277 long-term care centers across the state over the next six weeks to provide roughly 80,000 vaccinations to residents and staff. By the end of this week, CVS will have visited 85 long-term care centers and provided more than 27,600 vaccinations. Judy and her team are currently working as well with Walgreens, our other pharmacy partner, to receive their full schedule. For the week, Walgreens is currently scheduled for 15 site visits and more than 4,100 vaccinations, and we’ll keep you updated on the progress as this program unfolds,” Murphy said.

SALEM, OR – Back in May, Salem, Oregon Salon owner Lindsey Graham opened her business in violation of Governor Kate Brown’s executive order restricting business operations.  She was fined $14,000 by Brown and the State of Oregon, but that’s just where things began. Graham said days later, representatives from the state’s Child Protective Services showed up at her home and interviewed her children, threatening to remove them from Graham’s home.

Little did Graham know that her small step of protest, of civil disobedience, would make her and her business a target by Governor Brown and her minions in state government.  Graham feels she was singled out by Brown to serve as proof that anyone who dares cross the Governor will be dealt with swiftly and accordingly.  Graham said the Governor’s ultimate goal was to make her an example to anyone else who may try to experience personal and economic freedom.

Now, Graham is suing the state.

On May 6th, 2020, at 9:05 am, Oregon Department of Human Services, Child Welfare Division, allegedly received an “anonymous” complaint concerning Graham and her three children. The “alleged complaint” was taken by Defendant Joel Baxter. No such complaint was ever actually received by Defendant Oregon Department of Human Services, Child Welfare Division. The “alleged complaint” is a complete and total fabrication by Defendant Oregon Department of Human Services, Child Welfare Division to again target Graham and Glamour, this time by making the battle personal and doing the unthinkable – going after Graham’s family”.

In Oregon, the government forced small businesses shut their doors and “ride out” the pandemic. The government imposed irrational and random restrictions on which businesses could remain open and which businesses had to close. The government provided little to no notice to the business owners or their employees before entire sectors of the economy were randomly closed for business,” Graham wrote in her filing. “The sudden, irrational, draconian, and irresponsible orders from the Defendant state of Oregon caused many people to lose their jobs, their careers and their small businesses.”

“While private business owners and their employees were forced to struggle through the government’s draconian edicts, the individual defendants named in this action remained comfortable, collecting a paycheck on the backs of the very people who were losing their jobs, careers and businesses. Defendant Kate Brown even lives in a mansion paid for by the taxpayers of Oregon, at a time when thousands of Oregonians are unable to make rent or mortgage payments. The repugnant nature of this conflict should not be lost on anyone,” the lawsuit reads.

The lawsuit contends the government exceeded his reasonable boundary:

  • Threatening Graham with a $70,000.00 fine when they knew Graham had not been generating income for nearly six (6) weeks, knowing full well that such a fine would likely bankrupt Graham and Glamour.
  • Threatening Graham with revocation of her Individual License and Facility License even though there was no evidence whatsoever that anything Graham or Glamour was doing presented any harm to the public.
  • Sending child protective services to Graham’s home in a not-so-veiled threat based on an entirely fictitious “report” of child neglect that was allegedly based on an “anonymous” report from someone who never actually witnessed Graham do anything wrong.

“The individual defendants, any one of them, could have stopped the persecution of Graham, but not a single person stepped in to do the right thing,” the lawsuit contends. “Instead, each individual Defendant continued to scheme of harassment, intimidation, bullying and borderline extortion developed by the Defendant State of Oregon and perpetuated by Defendant Kate Brown, who viewed Graham’s attempts to provide for her family as “unfortunate” and “irresponsible”. Under no circumstances is the conduct described in paragraph 121 acceptable conduct, and the fact that not one single individual Defendant stood up and tried to put a stop to the outrageous conduct is evidence of the individual Defendants’ intent to cause harm – severe emotional distress – to Graham. The individual Defendants know better, but they did nothing,”

CANTON, OHIO – U.S. Attorney Justin Herdman announced today that Matthew Paul Slatzer, age 36, of Canton, Ohio, was sentenced by Judge Donald C. Nugent to 27 months imprisonment, the maximum possible sentence allowable within the federal sentencing guidelines. Slatzer previously pleaded guilty to possession of a firearm by a person with domestic violence conviction.

“This defendant is well known within the community as an individual with a hateful ideology prone to threaten violence towards law enforcement and others based on race, religion or sexual orientation,” said U.S. Attorney Justin Herdman. “These hateful beliefs, combined with a history of actual violence, make the defendant a threat to the community and the entirety of the Northern District. We are grateful for the maximum possible sentence in this matter that will keep the defendant in federal prison where he can no longer threaten or harm others.”

“Possession of a firearm by someone with a violent criminal history, who continues to espouse hate and threaten law enforcement is reprehensible,” said FBI Special Agent in Charge Eric B. Smith. “Hate towards any group must not and will not be tolerated. Today’s sentencing is another example that shows the FBI is committed to investigating and holding accountable those like Mr. Slatzer, who engage in these types of acts. We will continue to work with our law enforcement partners to ensure justice is served.”

According to court documents, on February 2, 2020, Canton Police responded to a report of an intoxicated man with a firearm at a bar on Harrison Avenue NW in Canton, Ohio. Police arrived on the scene, contacted Slatzer, who was intoxicated, and collected the firearm. Slatzer was then arrested for possession of a firearm in a liquor permit establishment. Slatzer also possessed a weapon holster, knife, OC spray and ammunition.

Slatzer is prohibited from possession of a firearm due to a previous conviction of domestic violence on October 20, 2010, in the Stark County Court of Common Pleas.

According to a sentencing memorandum filed by the U.S. Attorney’s Office in this case, on May 3, 2020, Slatzer was involved in an incident in Stow, Ohio, at a Dollar General while on a pretrial release in a state case. The memorandum states that Slatzer entered the store with a hatchet and a sword and asked a store employee for directions to Kent State University. Slatzer remarked to the employee that he was told there were “a lot of Jews at Kent State.” Slatzer then stated he was an Aryan brother and that he was going to Kent State University to find some Jews.

The memorandum further states that during a previous arrest, Slatzer threatened to kill the arresting officers, remarking that “he would kill each pig one by one” after making racist and homophobic statements. Later, while incarcerated at Northeast Ohio Correctional Center, Slatzer made several phone calls stating that he wanted to “figure out how to smuggle a gun in here” and that when he gets out, if he has contact with officers again, he will “have to kill ’em.”

The sentencing memorandum asked the Court not to consider Slatzer’s political views or beliefs in a sentencing determination, but rather the danger posed to the community due to these views and beliefs.

This case was investigated by the Federal Bureau of Investigation and the Canton Police Department.  The case is being prosecuted by Assistant U.S. Attorney Toni Beth Schnellinger Feisthamel.
