TAMPA, FL – Former Drug Enforcement Administration (DEA) public affairs officer was sentenced today to seven years in prison for defrauding at least a dozen companies of over $4.4 million by posing falsely as a covert officer of the Central Intelligence Agency (CIA).

According to court documents, Garrison Kenneth Courtney, 44, of Tampa, Florida, falsely claimed to be a covert officer of the CIA involved in a highly-classified program or “task force” involving various components of the U.S. Intelligence Community and the Department of Defense.  According to the false story told by Courtney, this supposed classified program sought to enhance the intelligence gathering capabilities of the U.S. government. In truth, Courtney had never been employed by the CIA, and the task force that he described did not exist.

“The fraud committed by Garrison Courtney harmed the U.S. intelligence community, individual contractors, and private companies working hard to protect our nation,” said Acting Assistant Attorney General Rabbit.  “By claiming to be a covert CIA officer involved in a bogus classified ‘task force,’ Courtney defrauded his victims out of over $4.4 million.  But his elaborate scheme could have caused far more damage if the Department of Justice and our investigative partners had not successfully intervened.”

“Courtney – along with his five aliases – will now spend the next seven years in federal prison for his deceitful and felonious criminal conduct,” said U.S. Attorney Terwilliger.  “Courtney’s brazen and salacious fraud was centered on the lie that he was involved in a highly-classified intelligence program, and that he was a covert CIA officer engaged in significant national security work.  In fact, Courtney never worked for the CIA, the supposed classified program did not exist, and Courtney invented the elaborate lie to cheat his victims out of over $4.4 million.  I want to commend the trial team and their extraordinary efforts in untangling this complex fraud, and thank our many law enforcement partners who helped bring Courtney to justice.”

“Courtney wove an expansive web of lies by posing as a covert CIA officer working on a classified program. Courtney’s brazen scheme and manipulation was fueled by his own greed, all while invoking the secrecy of ‘national security’ to hide his lies,” said FBI Assistant Director in Charge D’Antuono. “Today’s sentencing would not have been possible without our valued law enforcement, intelligence community, and military partners. I would also like to thank the men and women of the FBI who work diligently every day, and for years on this investigation, to root out fraud, uphold the Constitution and protect the American people.”

“The sentence handed down today should serve as a warning to those who would seek to cheat the American taxpayers and pervert the federal procurement system for their own ill-gotten gain,” said DCIS Special Agent in Charge Newell.  “In a scheme that sounds like something out of the movies, this adept con-artist hid behind a veil of phony classified programs, concocted a fake identity for himself as a government spy, and duped unsuspecting victims out of millions of dollars – all in the name of the U.S. Government.  The DCIS and our investigative partners will tirelessly root out this sort of egregious fraud, and bring those responsible to justice.”

To accomplish the fraud, Courtney approached numerous private companies with some variation of this false story, and claimed that the companies needed to hire and pay him to create what Courtney described as “commercial cover,” i.e., to mask his supposed affiliation with the CIA.  Courtney also fraudulently claimed that the companies would be reimbursed in the future for these salary payments, sometimes by the award of lucrative contracts from the United States government in connection with the supposedly classified program.

Courtney went to extraordinary lengths to perpetuate the illusion that he was a deep-cover operative. Among other things, he falsely claimed that his identity and large portions of his conduct were classified; directed victims and witnesses to sign fake nondisclosure agreements that purported to be from the U.S. government and that forbade anyone involved from speaking openly about the supposedly classified program; told victims and witnesses that they were under surveillance by hostile foreign intelligence services; made a show of searching people for electronic devices as part of his supposed counterintelligence methods; demanded that his victims meet in sensitive compartmented information facilities to create the illusion that they were participating in a classified intelligence operation; and repeatedly threatened anyone who questioned his legitimacy with revocation of their security clearance and criminal prosecution if they “leaked” or continued to look into the supposedly classified information.  Courtney further created fake letters, purporting to have been issued by the Attorney General of the United States, which claimed to grant blanket immunity to those who participated in the supposedly classified program.

As a further part of the scheme, Courtney created a fraudulent backstory about himself, claiming that he had served in the U.S. Army during the Gulf War, had hundreds of confirmed kills while in combat, sustained lung injuries from smoke caused by fires set to Iraq’s oil fields, and that a hostile foreign intelligence service had attempted to assassinate him by poisoning him with ricin.  All of these claims were false.

Courtney also convinced several real governmental officials that he was participating in this “task force,” explained that they had been selected to participate in the program, and then used those officials as unwitting props falsely to burnish his legitimacy. For example, he directed his victims to speak with these public officials to verify his claims, and separately instructed the government officials as to exactly what to say.  Courtney thereby created the false appearance to the victims that the government officials had independently validated his story, when in fact the officials merely were echoing the false information fed to them by Courtney.  At times, Courtney also convinced those officials to meet with victims inside secure government facilities, thereby furthering the false appearance of authenticity.

Through the scheme, Courtney also fraudulently gained a position working as a private contractor for the National Institutes of Health (NIH) Information Technology Acquisition and Assessment Center (NITAAC), a branch of the NIH that provides acquisition support services to federal agencies.  Once he had installed himself at NITAAC, Courtney gained access to sensitive, nonpublic information about the procurements of other federal agencies being supported by NITAAC.  Courtney thereafter used that information to attempt to corrupt the procurement process by steering the award of contracts to companies where he was then also on the payroll, and used the false pretext of national security concerns to warp the process by preventing full and open competition.  When law enforcement disrupted his scheme, Courtney actively was seeking to corrupt over $3.7 billion in federal procurements.

Courtney also sought to use the actual and apparent power of the government to execute and protect his scheme, and to attempt to defeat law enforcement’s investigation.  Among other things, Courtney caused a public official to attempt to prevent a private company from responding to a grand jury subpoena; caused a civilian attorney with the Air Force to contact one of the prosecutors on the case in an attempt to read that prosecutor in to the bogus program, thereby freezing the investigation; caused a public official to threaten FBI agents investigating this case with themselves being prosecuted if they did not drop the investigation; falsely told victims who had questioned his legitimacy that they were about to be arrested by the FBI for supposedly leaking classified information; used unwitting public officials to feed the names of innocent witnesses to the FBI, in the hopes that the FBI would seek to prosecute those innocent persons for supposedly leaking classified information, thereby diverting attention from himself; and sought to have real public officials issue and sign a “classification guide” for the bogus program, a document that would have set forth the rules and standards by which information acquired as a part of a governmental program is classified.

The Justice Department’s Office of Enforcement Operations provided assistance with the investigation.

Deputy Chief Todd Gee of the Criminal Division’s Public Integrity Section, Assistant U.S. Attorneys Matthew Burke and Heidi Boutros Gesch, and First Assistant U.S. Attorney Raj Parekh prosecuted the case.

TYLER, Texas – A 41-year-old Wills Point, Texas man has been sentenced for federal drug trafficking crimes in the Eastern District of Texas, announced U.S. Attorney Stephen J. Cox today.

Rickey James Howard pleaded guilty on Jan. 9, 2020, to conspiracy to possess with intent to distribute methamphetamine and was sentenced to 142 months in federal prison by U.S. District Judge Jeremy D. Kernodle on Oct. 27, 2020.  Judge Kernodle also ordered an $8,000 money judgment against Howard.

According to information presented in court, on August 2, 2018, in Van Zandt County, Texas, a co-conspirator sold approximately 10.4 grams of methamphetamine during a controlled purchase, using methamphetamine that was stored in a residence Howard shared with the co-conspirator and that Howard knew was stored in the residence.  On August 28, 2018, Howard possessed, at his residence in Van Zandt County, Texas, approximately 135 grams of a mixture or substance containing methamphetamine.  He possessed the methamphetamine for the purpose of distribution to others.

Howard admitted that between January 2018 and September 2019, he was engaged in a conspiracy with others to obtain and distribute methamphetamine.  He also admitted that he was directly responsible for the possession with intent to distribute at least 500 grams of methamphetamine.  Howard also agreed to a money judgment forfeiture of $8,000, representing proceeds received by Howard from his offense.

This case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Van Zandt County Sheriff’s Office and prosecuted by Assistant U.S. Attorney Alan Jackson.

Memphis, TN – Angelo Bunting, 22, has pled guilty to multiple carjackings and brandishing a firearm during those crimes of violence. D. Michael Dunavant, U.S. Attorney announced the guilty plea today.

According to information presented in court, on June 28, 2018, victim R.D. was driving southbound on Shelby Drive when flagged down by two males with children asking for a ride. The victim pulled over, and one of the males pointed a handgun and told him to get out of the vehicle, a 2014 Toyota Corolla. When the victim did not immediately comply, the men assaulted him with a firearm. The males fled in his vehicle, leaving him with injuries to his knee, lip, and face. On July 1, 2018, the vehicle was located on Sanford Road. Angelo Bunting’s fingerprints were discovered on the vehicle. The victim observed Bunting in a photo lineup and stated he resembled the man with a firearm at the driver’s window.

On July 6, 2018, victim E.S. was at the Shell station on Millbranch Road when he observed two males exit a red vehicle and approach him as he returned to his car after paying inside. The first suspect pointed a firearm at the victim and demanded his keys, while the second suspect put a firearm to the victim’s back and demanded money. The victim gave the suspects his keys, wallet, and cell phone. Both fled in the victim’s vehicle, a 2011 Chevrolet Impala; an unidentified individual drove the red vehicle away separately. The victim’s vehicle was later located on Elvis Presley Boulevard. The victim identified Bunting in a photo lineup and stated that he looked similar to one of the suspects.

On July 13, 2018, victim J.M. was washing his car, a 2013 Volkswagen Passat, at a carwash on Holmes Road when approached by two suspects, both of whom pointed firearms at him and demanded his vehicle. The victim complied, and the suspects left the scene. The vehicle was tracked by GPS in Southaven, Mississippi. Bunting’s fingerprints were found in the interior of the vehicle. Victim J.M. positively identified Angelo Bunting as one of the suspects who carjacked him. Co-defendant Carlos Jones previously entered a guilty plea in federal court to this carjacking and firearms offense on September 23, 2020, and is scheduled for sentencing on January 7, 2021. https://www.justice.gov/usaowdtn/pr/man-pleads-guilty-armed-carjacking-local-car-wash

On July 31, 2018, Bunting was arrested by officers with the Memphis Police Department’s Victim Crime Unit and the Multi Agency Gang Unit in connection with these crimes, as well as other robbery charges, which are still pending in state court. Sentencing is scheduled for January 28, 2021 before U.S. District Court Judge Mark Norris, where Bunting faces up to 15 years for each of the 3 carjacking offenses, as well as a mandatory minimum consecutive sentence of 7 years on each of the 3 brandishing a firearm during a crime of violence offenses. There is no parole in the federal system.

U.S. Attorney D. Michael Dunavant said, “Armed carjacking is a cowardly act involving short sighted gain with long term consequences for both victims and offenders. In the short period of just over two weeks, this young offender not only injured and terrorized multiple victims, but he also senselessly wasted his own life by committing successive violent gun crimes. When violent criminals act impulsively, we will respond deliberately with the full weight and force of federal sanctions to suppress, punish, and incapacitate them, and Bunting will now pay the price with decades in federal prison.”

The Memphis Police Department – Violent Crimes Unit (VCU) and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) investigated this case.

Special Assistant U.S. Attorney Samuel D. Winnig and Assistant U.S. Attorney Elizabeth Rogers are prosecuting this case on behalf of the government. SAUSA Winnig is currently assigned from the Shelby County District Attorney General’s Office to prosecute violent crimes and firearms offenses in federal court.

TOPEKA, KAN. – A Canadian man who was stopped on a Kansas Highway with 99 pounds of cocaine pleaded guilty today to federal charges, U.S. Attorney Stephen McAllister said.

Vincent Muller, 36, Saint Jerome, Canada, pleaded guilty to one count of possession with intent to distribute cocaine. In his plea, Muller admitted the Kansas Highway Patrol stopped his car on I-70 in Wabaunsee County, Kan. During a search of the vehicle, troopers found 99 pounds of cocaine. The drugs were in a suitcase in the trunk of the car.

Sentencing is set for Feb. 16, 2021. Muller could face a sentence of not less than 10 years in federal prison, as well as a fine up to $10 million. McAllister commended the Kansas Highway Patrol, the Drug Enforcement Administration and Special Assistant U.S. Attorney Lindsey Debenham for their work on the case.

Audrey Strauss, the Acting United States Attorney for the Southern District of New York, John C. Demers, Assistant Attorney General for National Security, William F. Sweeney Jr., the Assistant Director-in-Charge of the New York Office of the Federal Bureau of Investigation (“FBI”), and Dermot Shea, Police Commissioner of the City of New York (“NYPD”), announced the unsealing of a federal indictment charging HAJI NAJIBULLAH, a/k/a “Najibullah Naim,” a/k/a “Abu Tayeb,” a/k/a “Atiqullah,” with six counts related to the 2008 kidnapping of an American journalist and two Afghan nationals.  NAJIBULLAH was arrested and transferred to the United States from Ukraine to face the charges in the indictment.  NAJIBULLAH will be presented today before U.S. Magistrate Judge Ona T. Wang.  The case is assigned to U.S. District Judge Katherine Polk Failla.

Acting U.S. Attorney Audrey Strauss said:  “As alleged, nearly 12 years ago, the defendant arranged to kidnap at gunpoint an American journalist and two other men, and held them hostage for more than seven months.  The prosecution of Haji Najibullah shows that law enforcement will never stop in our mission to hold accountable those who commit violent crimes against American citizens.”

Assistant Attorney General for National Security John C. Demers said:  “Najibullah is charged with taking an American journalist and others hostage in Afghanistan in November 2008.  Journalists risk their lives bringing us news from conflict zones, and no matter how much time may pass, our resolve to find and hold accountable those who target and harm them and other Americans will never wane.  The defendant, like many others before and surely others to come, will now face justice in an American courtroom.”

FBI Assistant Director William F. Sweeney Jr. said:  “Whether someone commits a violent act against an American citizen here at home or overseas, we’ll never stop aggressively pursuing charges against them and, when necessary, seeking their transfer to U.S. custody.  Najibullah’s alleged reprehensible actions over a decade ago earned him a flight to the U.S. yesterday.  Today he arrived in U.S. federal court to face our justice system.”

Police Commissioner Dermot Shea said:  “Haji Najibullah’s alleged kidnapping of a United States journalist and two Afghan nationals was a crime against America, a crime against the freedom of the press, and against the integral work of shining a light on important international affairs. While today’s federal indictment reflects events that occurred a dozen years ago, it shows once again that the FBI-NYPD Joint Terrorism Task Force and all of our law enforcement partners will wait as long and go as far as it takes to bring justice.”

According to the Indictment:

On or about November 10, 2008, NAJIBULLAH and his co-conspirators, armed with machineguns, kidnapped an American journalist (“Victim-1”) and two Afghan nationals who were assisting Victim-1 (“Victim-2” and “Victim-3”) at gunpoint in Afghanistan.  Approximately five days later, on or about November 15, 2008, NAJIBULLAH and his co-conspirators forced the three hostages to hike across the border from Afghanistan to Pakistan, where NAJIBULLAH and his co-conspirators detained the hostages.  For the next seven months, NAJIBULLAH and his co-conspirators held the hostages captive in Pakistan.

During their captivity, NAJIBULLAH and his co-conspirators forced the victims to make numerous calls and videos seeking help.  For example, on or about November 19, 2008, while in Pakistan, NAJIBULLAH and a co-conspirator (“CC-1”) directed Victim-1 to call his wife in New York.  In addition, NAJIBULLAH and his co-conspirators made the victims create at least three videos in which they begged for help while surrounded by masked guards armed with machineguns.  In one of the videos, Victim-1 – the American journalist – was forced to beg for his life while a guard pointed a machinegun at Victim-1’s face.

NAJIBULLAH, 42, of Afghanistan, is charged with hostage taking, conspiracy to commit hostage taking, kidnapping, conspiracy to commit kidnapping, and two counts of using and possessing a machinegun in furtherance of crimes of violence.  Each of the six counts of the Indictment carries a maximum sentence of life in prison.  The maximum potential sentences in this case are prescribed by Congress and are provided here for informational purposes only, as any sentencing of the defendant will be determined by a judge.

Ms. Strauss and Mr. Demers praised the outstanding efforts of the FBI’s New York Joint Terrorism Task Force.  They also thanked the New York and New Jersey Port Authority Police, the Counterterrorism Section of the Department of Justice’s National Security Division for its assistance with this investigation, as well as the Ukrainian authorities and the Office of International Affairs of the Justice Department’s Criminal Division for their assistance in the arrest and transfer of the defendant.

This prosecution is being handled by the Terrorism and International Narcotics Unit.  Assistant U.S. Attorneys Sam Adelsberg, Sidhardha Kamaraju, and Michael Kim Krouse are in charge of the prosecution, with assistance from Trial Attorney Jennifer Burke of the Counterterrorism Section.

The charges contained in the Indictment are merely accusations, and the defendant is presumed innocent unless and until proven guilty.

BARTONSVILLE, PA  – The United States Attorney’s Office for the Middle District of Pennsylvania announced that Faizal Bhimani, age 43, and Nazim Hassam, age 64, both of Bartonsville, Pennsylvania, Om Sri Sai, Inc., a Pennsylvania corporation, and the Pocono Plaza Inn hotel, formerly known as the Quality Inn, located in Stroudsburg, Pennsylvania were convicted on October 23, 2020, of sex trafficking and drug trafficking charges after a two-week jury trial.

This is the first time a hotel, a hotel owner, or a hotel general manager have been convicted of criminal sex trafficking offenses for aiding others to engage in that activity in Pennsylvania.

According to United States Attorney David J. Freed, Om Sri Sai, Inc., a company that owned and operated a Howard Johnson hotel located in Bartonsville, Pennsylvania, and Faizal Bhimani, the general manager of that hotel, were both convicted of aiding and abetting sex trafficking by force, fraud, and coercion, and sex trafficking conspiracy, as well as drug trafficking conspiracy and managing a drug-related premises.  The jury also found the Pocono Plaza Inn guilty of Managing a Drug-Related Premises, and Nazim Hassam, part-owner and Vice President of Om Sri Sai and managing shareholder of both hotels, guilty of drug trafficking conspiracy and two counts of managing a drug-related premises.

The jury further found that all property owned by Om Sri Sai, Inc. was property that facilitated the company’s sex trafficking and drug trafficking crimes, and is therefore subject to criminal forfeiture.

These convictions mark the culmination of a six-year, joint investigation into sex trafficking, drug trafficking, and violent crime in Monroe County by the Organized Crime Drug Enforcement Task Force (OCDETF).  This case began in 2014 with an FBI investigation into the “Black P Stone” gang, a set of the “Bloods” that was responsible for gun violence and drug trafficking in Monroe County at the time.  Local agencies, including the Stroud Area Regional Police Department and the Monroe County District Attorney’s Office, joined the effort early on, and eventually expanded beyond the “P Stones” to uncover more widespread sex and drug trafficking in Monroe County.

The evidence at trial, presented through more than 35 witnesses and over 150 exhibits, established that the Howard Johnson Hotel in Bartonsville was a safe haven for criminal activity between 2011 and 2019.  Bhimani, as manager, made rooms available for sex traffickers and drug dealers, and at times took payment for the hotel directly from the proceeds of criminal activity.  Bhimani also traded discounted and free rooms for sex, which traffickers would direct their victims to provide.  Dozens of women were compelled by multiple traffickers, sometimes called pimps, to conduct prostitution in the hotel either by physical force, threats, false promises, or coercion, including through blackmail and drug addiction.  Women who were addicted to heroin, crack, or other controlled substances were provided with just enough drugs to keep them working, and pimps used their addictions and the threat of withdrawal to control them.  Several admitted sex traffickers testified at the trial, explaining how they used these various methods to compel women to sell sex and turn over all of the proceeds.  Multiple survivors also testified that they were required to follow the traffickers’ rules, were forced to rely entirely on the traffickers for food, clothing, even hygiene products, and they were often punished for violations with violence, including sexual assault.

The evidence showed that Bhimani was closely associated with several of these traffickers, and knew of the methods used to compel the victims to have sex for money.  Other employees at the hotel knew as well, and the evidence showed that at least two other employees engaged in sex with victims, including Hassam.  Bhimani also warned sex traffickers and drug dealers when law enforcement were present at the hotel, including during the manhunt for Eric Frein in 2014.  Several admitted sex traffickers and drug dealers testified to successfully evading detection by police thanks to warnings from Bhimani.  The hotel allowed known criminals to check in under assumed names or even street names, and Bhimani and Hassam both took steps to obstruct police efforts to locate suspects.

Evidence at trial also showed that the Pocono Plaza Inn, known as Quality Inn before losing that franchise, was also riddled with drug activity.  Police officers testified to multiple overdoses, some resulting in deaths, as well as numerous drug seizures, undercover drug purchases, and arrests at each hotel over a period of several years.  The hotels were both known by SARPD officers as high drug crime areas.  Evidence showed that a bartender at the Pocono Plaza Inn sold cocaine and heroin right over the bar, and that when the manager was alerted to that fact by another employee and a patron’s online review, she did not fire the bartender or notify police.  In 2016, another employee who lived at the hotel was arrested for heroin trafficking the day after a woman died of an overdose in his room.

In all, forty defendants have been convicted federally as a result of this investigation, many of whom trafficked women and drugs in the Bartonsville Howard Johnson and the Pocono Plaza Inn.  Other defendants have been charged and convicted in state courts.  The investigation has resulted in the dismantling of the “P Stones” as well as a second gang, the “Brick City Brims,” and the disruption of two more, the “Blood Stone Villains” and the “Bloodhound Brims.”  Investigators seized multiple kilograms of heroin and cocaine, as well as quantities of fentanyl, cocaine base (“crack”), methamphetamine, marijuana, and MDMA (“molly”), and took at least 10 illegal firearms off the streets.

Notable among the convictions in this investigation are:

  • Sirvonn Taylor, a/k/a “Black,” leader of the Black P Stones, sentenced to 20 years in prison for Sex Trafficking Conspiracy and Drug Trafficking;
  • Fredrick Brown, a/k/a “G,” sentenced to 33 years in prison for Sex Trafficking by Force, Fraud, and Coercion and Drug Trafficking;
  • Jose Velazquez, a/k/a “Sev,” member of the Black P Stones, sentenced to 210 months in prison for Sex Trafficking by Force, Fraud, and Coercion and Drug Trafficking;
  • Nicolaus Harman, a/k/a “Clips,” member of the Black P Stones, sentenced to 190 months in prison for Discharge of a Firearm in Furtherance of a Crime of Violence and Hobbs Act Robbery, stemming from the robbery and shooting of a drug dealer on Easter Sunday, 2017;
  • Thurman Stanley, a/k/a “Black,” sentenced to 188 months in prison for Drug Trafficking and Interstate Transportation for Purposes of Prostitution;
  • Pablo Martinez, a/k/a “Clown,” a leader in the Brick City Brims, sentenced to 150 months in prison for Discharge of a Firearm During and in Relation to a Drug Trafficking Crime, stemming from the robbery and shooting of a drug dealer during a high-speed pursuit in January 2016;
  • Deshaun Lipscomb, member of the Brick City Brims, sentenced to 10 years in prison for Drug Trafficking and Possession of a Firearm in Furtherance of Drug Trafficking;
  • Evan Watkins, sentenced to 10 years in prison for Drug Trafficking of more than 100 grams of Heroin.

“This investigation is an outstanding example of how the Task Force model works as a force multiplier,” said U.S. Attorney Freed.  “When federal agencies like the FBI join with local law enforcement agencies, officers who know their local jurisdictions better than anyone, we can accomplish far more than either can do on their own.  My office and the federal agencies who fuel OCDETF are proud to stand side by side with our brothers and sisters in state and local law enforcement, and grateful for their invaluable efforts and insights that have made this six-year investigation a success.  This was a novel prosecution, and the first time a hotel or its manager or owner have been charged with and convicted of sex trafficking in Pennsylvania.  We hope this will serve as a warning to any other person or company in a position to facilitate or profit from forced prostitution: don’t.  Sex trafficking cases are among the most serious we prosecute, and we will bring to bear the full resources of the Department of Justice to investigate and prosecute those who traffic women and girls, along with those who profit from it.”

The case was investigated by the Federal Bureau of Investigation (FBI), the Stroud Area Regional Police Department, the Monroe County District Attorney’s Office, and the Pennsylvania State Police. Assistant U.S. Attorneys Sean A. Camoni and Jenny Roberts prosecuted the recent case against Bhimani and Hassam. Deputy Criminal Chief Fran Sempa prosecuted the earlier cases.

This prosecution is part of an extensive investigation by the Organized Crime Drug Enforcement Task Force (OCDETF).  OCDETF is a joint federal, state, and local cooperative approach to combat drug trafficking and is the nation’s primary tool for disrupting and dismantling major drug trafficking organizations, targeting national and regional level drug trafficking organizations and coordinating the necessary law enforcement entities and resources to disrupt or dismantle the targeted criminal organization and seize their assets.

This case was brought as part of a district wide initiative to combat the nationwide epidemic regarding the use and distribution of heroin.  Led by the United States Attorney’s Office, the Heroin Initiative targets heroin traffickers operating in the Middle District of Pennsylvania and is part of a coordinated effort among federal, state, and local law enforcement agencies to locate, apprehend, and prosecute individuals who commit heroin related offenses.

This case is also part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and make our neighborhoods safer for everyone. The Department of Justice reinvigorated PSN in 2017 as part of the Department’s renewed focus on targeting violent criminals, directing all U.S. Attorney’s Offices to work in partnership with federal, state, local, and tribal law enforcement and the local community to develop effective, locally-based strategies to reduce violent crime.

Leaked audio of Hunter Biden, released from his laptop allegedly left at a computer repair shop reveals in a self-admission that Vice President Joe Biden’s son had a business relationship with  Patrick Ho.  Biden called Patrick Ho, “The f-cking spy chief of China”.

And I am receiving calls from the Southern District of New York from the U.S. Attorney himself. My best friend in business Devon has named me as a witness without telling me in a criminal case and my father without telling me.”

Who is Patrick Ho?

According to Wikipedia, “Patrick Ho Chi-ping GBS JP (born 24 July 1949 in Hong Kong) is a Hong Kong ophthalmologist turned politician. He joined the Chinese People’s Political Consultative Conference and the Preparatory Committee of Hong Kong SAR. When the Principal Officials Accountability System was introduced in 2002, Chief Executive of Hong Kong Tung Chee-wah appointed Ho Secretary for Home Affairs, a senior ministerial post. He was convicted of bribery offenses in a U.S. federal court in 2018.”

Ho and former Senegalese foreign minister Cheikh Gadio were arrested in New York in late November 2017, charged with violating the Foreign Corrupt Practices Act (FCPA) and money laundering. The pair offered a US$2 million bribe to the president of Chad for oil rights, and deposited a US$500,000 bribe to an account designated by the Minister of Foreign Affairs of Uganda on behalf of CEFC. The million-dollar bribes were dressed as donations. The energy fund, chaired by Ye Jianming, denied authorizing Ho to engage in corrupt practices.

NORTH BETHESDA, MD – Detectives from the Montgomery County Department of Police – 2nd District Investigative Section continue to investigate the October 2 robbery of an 84-year-old male that occurred inside the garage of his Bethesda home. Today, investigators are releasing surveillance photos of the female suspect and of her vehicle and are asking for the public’s help in identifying her.

The investigation by detectives revealed that on October 2, at approximately 7:10 p.m., the victim was shopping at a grocery store on Rockville Pike in North Bethesda when the female suspect engaged him in conversation while inside the store. After purchasing items, the victim left the store and drove home. The victim parked his car inside his home’s garage on York Lane and as the victim was exiting his vehicle, he observed the suspect enter his garage. Once inside the victim’s garage, the suspect began exhibiting erratic behavior and threatened to assault the victim if he did not give her cash. The suspect obtained cash from the victim and left the area in her vehicle.

OCEAN CITY, MD –  Ocean City police are currently investigating the death of an unidentified adult male after a Public Works employee located the body in the surf off 14th Street.  Public Works crews, who were surveying the beach due to the recent oil spill in Delaware, reported seeing the adult male at 7:15 a.m. on Tuesday, October 27, 2020.

Detectives of the Ocean City Police Department Criminal Investigation Division Major Crimes Unit responded to the scene and an active investigation is underway to determine the identity of the male and the circumstances surrounding his death. The body has been transported to the Office of the Chief Medical Examiner where an autopsy will be conducted in the coming days. There are currently no known missing persons reported in the area.

On August 27, 2020, at approximately 9:20 p.m., Western District officers were dispatched to the 600 block of Cumberland Street to investigate a fight involving a subject armed with a gun. The altercation was observed by a City-Watch camera operator.
When officers arrived at the location, individuals scatted and ran from the scene. A short time later, a 32 year-old male seeking treatment walked into an area hospital suffering from a gunshot wound to the leg. Western District-Shooting detectives assumed control of the investigation and determined the shooting occurred during the altercation in the 600 block of Cumberland Street.
Through the course of their investigation detectives were able to identify two suspects.
On October 19, 2020, Warrant Apprehension Task-Force detectives arrested the second of the two suspects, 24 year-old Jonathan Kandakai of the 2800 block of Parkwood Avenue.
Jonathan Kandakai was transported to the Baltimore City Central Booking Intake Facility and formally charged with Attempted 1st Degree Murder, Firearm use/ Felony violent crime, as well as other related weapons and assault charges.
30 year-old Rodney Smith of the 1500 block of N. Stricker Street had been arrested and charged as an accessory on August 31, 2020.

On October 27, 2020, at approximately 6:33 p.m., Western District officers were dispatched to the 600 block of Collett Street investigate a “Shot Spotter” alert. While in route, responding officers came upon an unresponsive unidentified male in the 1500 block of West North Avenue. Officers observed that the unidentified male was suffering from gunshot wounds. A ambulance was summoned and the victim was transported to an area hospital where he was pronounced dead by medical personnel shortly after arrival.  Homicide detectives responded and assumed control over the investigation.  Anyone with information is urged to contact Homicide detectives, at 410-396-2100. BALTIMORE, MD – On October 27, 2020, at approximately 11:13 p.m., Eastern District officers were dispatched to the intersection of 700 block of North Rose Street to investigate a reported shooting. When responding officers arrived at the scene they observed a 38 year-old male suffering from a gunshot wound to the leg. The victim was transported to an area hospital with non-life-threatening injuries. Eastern District Shooting detectives were summoned to the scene and assumed control over the investigation. A short time later police were dispatched to an area hospital to investigate a walk-in shooting victim seeking treatment. Jazarah is about five-feet, five-inches tall and weighs about 120 pounds. She was last seen wearing a denim jacket, olive colored tank top, blue jeans and black boots with the fur trim. Family and friends are concerned about Jazarah Crump’s well-being. On October 28, 2020 at approximately 2:33 A.M., officers were dispatched to the 3600 block of 5th Street for a shooting. Upon arrival, officers located a 21 year-old male who was suffering from a non-life threatening gunshot wound to his right arm. At the same time, a 17 year –old male was dropped off at an area hospital. That victim has been shot in his left arm. Officers learned that victim had been shot in the 3600 block of 5th Street as well.

On October 27, 2020 at a proximately 11:12 P.M., officers responded to the 1500 block of Harford Avenue for a shot spotter alert. Upon arrival, officers located an unidentified male, lying on the sidewalk suffering from gunshot wounds to his body. The victim was transported to John Hopkins Hospital where he was shortly thereafter pronounced deceased. Homicide detectives are interviewing potential witnesses and attempting to obtain any other evidence that will lead to the identification of a suspect. NEWARK, NJ – A Colorado man will make his initial appearance today on charges that he smuggled approximately two kilograms of cocaine into the United States, U.S. Attorney Craig Carpenito announced.

Leandre Kemont Jefferson, 23, of Denver, Colorado, was arrested on Oct. 23, 2020. He is charged by complaint with one count of importation of controlled substances and is scheduled to appear by videoconference today before U.S. Magistrate Judge Leda Dunn Wettre.

According to documents filed in this case and statements made in court:

On Oct. 23, 2020, Jefferson arrived at Newark Liberty International Airport aboard a flight from Puerto Plata, Dominican Republic. During a screening, law enforcement officers discovered that Jefferson possessed approximately two kilograms of cocaine concealed inside of 12 vacuum packed bags, which were themselves wrapped in foil, and which was further concealed inside of clothing.

The count with which Jefferson is charged carries a mandatory minimum penalty of five years in prison, a potential maximum penalty of 40 years in prison, and a $5 million fine.

U.S. Attorney Carpenito credited special agents of the U.S. Department of Homeland Security, Homeland Security Investigations, New Jersey Division, under the direction of Special Agent in Charge Jason J. Molina; and officers of U.S. Customs and Border Protection, under the direction of Troy Miller, director of Field Operations, New York Field Office, with the investigation leading to the charges.

The government is represented by Assistant U.S. Attorney Sean M. Sherman of the Criminal Division in Newark.

In the spirit of optimizing interior roominess while avoiding a boxy design, the rear cabin features a speedy pillar that is dynamically angled forward. The taillight flows seamlessly from the sculpted body to the rear, using thin bands of LED lighting to create a signature impression. There is an integrated black taillight canard that not only looks cool, but also improves aerodynamic performance. The crisp, deeply sculpted tailgate with an integrated spoiler is made possible by a molded resin process.

Bold Design Meets Spacious Interior

Toyota called the third-generation Sienna a “swagger wagon,” but the 2021 model takes it to a whole new level.

Learning from today’s minivan customers that they do not want to feel like they are driving a bus, the design team took this to heart and thought carefully about how to combine the practical attributes of a minivan with the emotional desire for having a more personalized driving experience.

The key terms used to redefine the minivan experience were Confidence, Refinement, and Smart innovation. With this in mind, a modern instrument panel was created of bold, horizontal layers to express a wide and spacious interior, with a large center touch display, handy storage capability, and the innovative Bridge Console, which is the key to allocating personalized space to the driver and front passenger.

The Bridge Console is an innovative solution that is a departure from common minivan layouts. The bridge is ergonomically positioned high between the driver and passenger for ease of use, and elegantly connects the instrument panel to the center armrest. This unique feature enables the driver to have a more stress-free and comfortable driving experience. The shifter and necessary functions are all within easy reach, along with cup holders, available wireless charger, and ample storage bins for smaller items. Beneath the bridge is a large open area for convenient storage of larger personal items such as a purse or bag.

To further celebrate the interior spaciousness, the available Super Long Slide second-row captain chairs slide 25 inches, providing unprecedented legroom and flexibility to maximize comfort, especially when used with the available ottoman feature.  Even large adults can relax comfortably.  With all the features, the best seats of any row in the segment!

The Sienna LE and some XLE models come equipped in eight-seat configurations with a stowable middle seat. Safety

In addition to exemplary collision protection provided by the TNGA-K Platform the 2021 Sienna comes standard with second-generation Toyota Safety Sense (TSS 2.0), a comprehensive active safety system that includes:

Pre-Collision System (PCS) with Pedestrian Detection is designed to provide automatic braking capability should the driver not react in time in certain emergency situations. The PCS system is not only designed to detect a vehicle ahead, but it can also detect a bicyclist and even a pedestrian in low light situations. Blind Spot Monitor (BSM) with Rear Cross Traffic Alert (RCTA) is standard on all Sienna models, as well.

The 2021 Sienna is equipped with 10 airbags: driver and front passenger airbags; driver’s knee airbag; passenger seat cushion airbag; front seat side airbags; rear outboard seat side airbags, plus curtain side airbags for all three rows. Toyota’s Star Safety System includes Enhanced Vehicle Stability Control (VSC) with Traction Control (TRAC), Electronic Brake-force Distribution (EBD), Brake Assist (BA), Anti-lock Braking System (ABS), and Smart Stop Technology (SST).

Toyota takes safety a step further with a features like a rear passenger seatbelt reminder and electric parking brake (EPB) – as well as a new feature called Rear Seat Reminder. Designed with family safety in mind, the rear occupant detection is based on door sequencing logic in which the Combi Meter MID provides a warning “Attention: Check Rear Seat for Passengers and Cargo.”

Confident Driving Performance

To give the Sienna driver confidence to compete with all the SUVs on the road, a natural and intuitive connection between the driver and the vehicle is achieved with the optimized geometry of TNGA-K Platform combined with a trailing-arm multi-link rear suspension and increased body rigidity.

A Quiet Place to Make Some Noise

Like all Toyota vehicles built on the new TNGA-K Platform, the 2021 Sienna benefits from a multitude of measures that bring library quiet to the cabin. In particular, Toyota engineers focused on reducing noises in the frequencies where conversation takes place.

The high-strength TNGA-K Platform resists noise intrusion and curbs vibration through the steering, floor and vehicle structure. Extensive, strategically placed noise insulation and body sealant further keep outside noises where they belong – outside.

Of course, with all the onboard connectivity Sienna offers (seven USB ports, available WiFi, optional JBL 1,200-watt amp/12-speaker Premium Audio and 1080p HD rear entertainment system), conversation is just one of the things made better by the quieter cabin.

If interior noise level should rise, say, due to a minor altercation between certain young passengers, Sienna’s unique available Driver Easy Speak is the driver’s best friend. Introduced on the third-generation Sienna, this feature is essentially a built-in PA system that carries the driver’s voice through the audio system’s rear speakers right to the source of the disturbance.

In short, the Sienna offers all of the luxuries of a large SUV, but with room for a family, (7) USB ports and up to 16  cup holders.

Seeing the Invisible

The Sienna has always offered a high, broad view of the road that instills a feeling of confidence behind the wheel. The high seating position and big windows make the Sienna an excellent sightseeing machine, while privacy glass behind the front row means passengers are not riding in a fishbowl.

Over the years, the Sienna has augmented its excellent outward visibility and sightlines with technology to see more of what’s behind and around the vehicle. The 2021 model delivers the latest generation of that tech:

  • The standard backup camera features projected path, while higher grade models have a wide-angle monitor to show even more of what is behind the vehicle.
  • Every driver could use a little magic now and then, and the Sienna has it with an available digital rear-view mirror. It functions as a standard mirror most of the time. But if rear-seat passengers or some cargo block the view to the rear, the touch of a switch makes all obstructions disappear, replaced by the camera’s image from behind the vehicle. The digital mirror also integrates a HomeLink® transceiver to conveniently operate garage doors and other compatible devices.
  • The available Bird’s Eye View Camera with Perimeter Scan is the next-best thing to launching a camera drone to look around the vehicle, but a lot easier to use. This tech provides a live, 360-degree view to help the driver to see potential obstacles. This is especially critical for seeing children or small animals that might be close to the vehicle. And, Curb View can help prevent scuffing those beautiful 20-inch wheels.
  • The 2021 Sienna Platinum comes standard with a 10-inch color head-up display, controlled with steering wheel switches. The display projects vital information at eye level, such as speed, navigation directions and TSS 2.0 functions.

Hybrid Done Right

The 2021 Sienna driver might not even notice the new model’s most significant engineering advance: the hybrid powertrain. That’s the point. The Toyota Hybrid System II delivers 245 total horsepower and an EPA-estimated 36 combined MPG fuel economy, the latter setting a benchmark for the segment, all while operating seamlessly and transparently.

The Sienna driver will feel ultra-smooth acceleration and hear very little noise. What is noticeable is the kick in low-speed torque from two electric motors working in concert with the high-efficiency 2.5-liter DOHC four-cylinder engine.

Critically, the Sienna has no plug, and there is no need to ever recharge the hybrid battery pack, and certainly no need to spend a couple of thousand dollars installing a battery charger in a garage. The Toyota Hybrid System II charges the hybrid battery automatically as the vehicle drives.

Many Sienna owners have been repeat customers; a 2021 might be their second, third or fourth Sienna over the years. They’ll appreciate that, like all past models, the new version is strictly gas-and-go, but now with fewer stops for gas thanks to the hybrid system’s efficiency.

The Sienna, though, does offer some performance-control surprises. Selectable EV, NORMAL, ECO and SPORT driving modes let the driver tailor the van’s driving personality. NORMAL mode is ideal for everyday driving; SPORT mode improves acceleration response; ECO mode extracts maximum mileage from the fuel and battery, and EV mode allows electric-only driving at low speeds for short distances.

The driver can use a sequential shifting feature to “downshift,” which increases the regenerative braking in steps. It’s ideal for driving in hilly areas, for example, acting as a lower gear while increasing recovered energy sent to the HV battery. As a bonus, the Sienna’s hybrid system enhances ride smoothness by finely controlling the drive torque to suppress pitch and dive under acceleration and deceleration.

The Sienna benefits from Toyota’s 20+ years of global hybrid leadership and well documented quality, dependability and reliability. Plus, the powertrain warranty covers all hybrid-related components., There’s even a 10 year/150,000 mile HV battery warranty including the HV battery, for 10 years/150,000 miles, whichever comes first.

Gearheads buy vans, too. They’ll be intrigued by the gas engine’s 41-percent thermal efficiency, one of the highest of any internal combustion automobile engines on the market (excepting other Toyota hybrid models). The gas engine employs Variable Valve Timing-intelligent system by Electric motor (VVT-iE) on the intake camshaft, and VVT-i on the exhaust camshaft. A variable cooling system (electric water pump and electric thermostat) and a fully variable oil pump further improve engine efficiency.

The Hybrid That Thinks About Fuel Economy

A 7-inch color Multi-information Display within the instrument panel includes a Hybrid System Indicator to show system output and regeneration status and encourage eco-driving habits. As on other Toyota hybrid models, the display suggests the optimal acceleration amount for eco driving and provides a game-like scoring function for the driver.

Using navigation system operation (when equipped), Predictive Efficient Drive (PED) analyzes driving habits and memorized road and traffic conditions to optimize hybrid battery charging. When the driver activates PED, the system learns repeating routes and can predict when and where the vehicle is likely to slow down or stop. Then, through optimum accelerator pedal release timing guidance, the feature can reduce energy consumption, especially when driving through hilly areas or in traffic congestion. All the owner has to do is drive. Sienna will optimize fuel economy on its own.

Electronic On-demand All Wheel Drive

Sienna has long offered optional all-wheel drive, and the 2021 model is no exception. The 2021 Sienna is the only vehicle in its segment that combines a hybrid powertrain with AWD, and the system is available on all model grades for an exceptionally attractive price.

Sienna uses a new kind of AWD called Electronic on-demand AWD. Instead of a heavy AWD transfer case and space-robbing driveshaft to the rear wheels, this AWD system uses a separate independent electric motor to power the rear wheels the instant additional traction is needed and at all vehicle speeds.

Like the hybrid system, the Hybrid AWD system works seamlessly and transparently. During off-the-line starts, Hybrid AWD pre-emptively sends up to 80 percent of driving force to the rear wheels to help prevent front-wheel slip. The Hybrid AWD system also enhances cornering agility by helping to reduce understeer, giving the Sienna a more confident handling feel.

Torque distribution then varies with conditions, from 100:0 in constant-speed driving to 20:80 on slippery surfaces. Torque distribution is indicated on the Multi-information Display.

Kroger Health, the healthcare division of The Kroger Co. (NYSE: KR), today announced the launch of rapid antibody testing across its family of pharmacies, expanding the company’s existing portfolio of in-clinic and at-home COVID-19 diagnostic tests, to help inform patients if they have previously been infected with SARS-CoV-2, the virus that causes COVID-19.

The FDA-authorized rapid antibody tests—conducted using a finger-prick blood sample—are now available at Kroger pharmacies in California (Ralphs) and Michigan and will be available at all Kroger pharmacies and clinics by the end of November. The tests, which are supplied by Whitmire Medical, are available to Kroger customers for $25 and typically provide results within 15 minutes. Individuals who believe they may have previously been infected with COVID-19 and are not currently experiencing symptoms are eligible for the test.

In September, the American Society for Microbiology reported that 73% of surveyed testing labs experienced a shortage of commercial testing kits for SARS-CoV-2, a capacity challenge that may have hindered testing accessibility for many Americans. As COVID-19 cases continue to rise in many states, Kroger Health’s rapid antibody test may provide critical information about past infection to patients who believe they may have been exposed to the coronavirus but were unable to access testing at the time of infection.

“Throughout the COVID-19 pandemic, Kroger Heath has remained committed to helping people live healthier lives by offering in-clinic and at-home COVID-19 testing solutions supported by our multi-disciplinary team of licensed, trained and experienced healthcare providers,” said Colleen Lindholz, president of Kroger Health. “Making rapid antibody testing available across our family of pharmacies will not only provide an affordable and convenient testing solution for individuals who want to understand if they have previously been infected with the virus that causes COVID-19, but also help clinicians understand the long-term impacts of COVID-19 and potential public health strategies for fighting the disease.”

Kroger Health’s rapid antibody tests are conducted by a licensed health professional using a fingerstick blood sample and the Assure COVID-19 IgG/IgM Rapid Test Device, a rapid lateral flow chromatographic immunoassay (configured like a blood sugar test) to detect antibodies to SARS-CoV-2. The test was first authorized by the FDA for emergency use in July and further authorized for broader point-of-care use in September. Kroger is the first retailer to offer the testing solution to its customers.

Research is still underway to determine how long antibodies are present following infection and if the presence of antibodies provides protective immunity. Regardless of the testing result, all patients should continue to practice FDA-recommended safety guidelines, including social distancing and wearing masks. The Assure COVID-19 IgG/IgM Rapid Test should not be used to diagnose an active infection, as the test only detects antibodies developed in response to the virus, not the virus itself.

SEASIDE PARK, NJ – Ocean County Prosecutor Bradley D. Billhimer announced that a 17 year-old juvenile was taken into custody last night in connection with a shooting that occurred on October 27, 2020, in Seaside Park.

On October 27, 2020, at approximately 11:45 a.m., the Seaside Park Police Department responded to the area of I Street in response to a 911 call for a reported shooting.  Responding Officers were met by witnesses to the shooting; a short time later, a white BMW pulled up to a marked Seaside Heights Police vehicle in the Borough of Seaside Heights and advised that one of the passengers was the victim of the shooting.  The victim was taken to Jersey Shore Medical Center in Neptune, treated for injuries, and released.  Following a thorough investigation by the Ocean County Prosecutor’s Office Major Crime Unit, Seaside Park Police Department, Seaside Heights Police Department and the Ocean County Sheriff’s Office, the subject juvenile was identified as the shooter.  A warrant for the juvenile’s arrest was executed by the Ocean County Regional SWAT Team, and the juvenile was taken into custody without incident.  The juvenile was processed at Seaside Park Police Headquarters, and is currently lodged at the Ocean County Juvenile Detention Center.

The juvenile has been charged with Attempted Murder in violation of N.J.S.A. 2C:5-1 and N.J.S.A. 2C11-3; Aggravated Assault in violation of N.J.S.A. 2C:12-1b(3); Robbery in violation of N.J.S.A. 2C:15-1; Possession of a Weapon For an Unlawful Purpose in violation of N.J.S.A. 2C:39-4a; and Unlawful Possession of a Weapon in violation of N.J.S.A. 2C:39-5b(1).

Prosecutor Billhimer is grateful for the hard work and collaborative efforts of all law enforcement personnel involved in this comprehensive investigation leading to the juvenile’s apprehension, including the Ocean County Prosecutor’s Office Major Crime Unit, Ocean County Prosecutor’s Office Regional SWAT Team, Seaside Park Police Department, Seaside Heights Police Department, and Ocean County Sheriff’s Office Crime Scene Investigation Unit.  “All the officers involved in this investigation worked at breakneck speed to identify and apprehend the individual responsible for this senseless act of violence, for which I am extremely grateful. As I have stated on numerous occasions, this unbridled lawlessness – whether perpetrated by an adult or a juvenile – will not be tolerated in Ocean County,” Prosecutor Billhimer stated.

ROCHESTER, MN – Mahad Mahamud Mohamed, 25 pleaded guilty in court to 2nd degree drug possession.  Mohamed was stopped by Rochester police on December 13, 2018.  Police reported that a teen in the car was searched during the traffic stop and cocaine was found hidden inside his buttocks.  Prosecutors and police said Mohamed told the teen to stash the drugs before the two were stopped. He will be sentenced on December 7th.
