Record-Breaking Cannabis Sales in Maryland Surpass $1.1 Billion in First Year

ANNAPOLIS, MD – Governor Wes Moore revealed today that Maryland’s medical and adult-use cannabis sales have exceeded $1.1 billion in their inaugural year post-legalization. The Maryland Cannabis Administration reports that June saw retail sales top $95 million, with adult-use cannabis contributing over $67 million. Since the introduction of legal adult-use cannabis on July 1, the state has seen adult-use sales surpass $700 million, while medical sales neared $400 million.

Governor Moore highlighted the significant economic impact and societal benefits of the burgeoning cannabis market. He stated, “Our new adult-use cannabis market isn’t only generating extraordinary economic activity – it’s also helping us build new pathways to work, wages, and wealth for all.” He emphasized the administration’s commitment to leveraging this growth for competitive and equitable economic advancement.

The Maryland Cannabis Administration has partnered with various state departments to bolster community and social equity initiatives within the industry. Highlights from the first year include the implementation of the nation’s first cannabis business licensing round reserved for social equity applicants, with over 50% of selected applicants being majority black or African American owned.

Additional achievements include the creation of the first state cannabis reference laboratory, the collection of over $40 million in fees to aid community initiatives through the Community Reinvestment and Repair Fund, and the establishment of a Cannabis Workforce Development Program in collaboration with the Maryland Department of Labor.

The state has also launched public health campaigns such as “BeCannabisSmart” to promote responsible cannabis use and introduced a “Medical and Adult-Use Data Dashboard” for public access to industry metrics. The administration has expanded its staff from 50 to over 100 to accommodate the growing industry.

Will Tilburg, Director of the Maryland Cannabis Administration, expressed enthusiasm about the future, noting the innovation that new social equity businesses are expected to bring. Audrey Johnson, Executive Director of the Office of Social Equity, also commended the efforts towards creating a more inclusive industry, emphasizing the community’s support for reinvesting cannabis tax revenues into areas adversely affected by past drug policies.

Ocean County, NJ – Naomi Elkins, 27, of Lakewood, is scheduled for a pre-trial release hearing today. Elkins faces charges of two counts of murder, possession of a weapon for an unlawful purpose, and unlawful possession of a weapon following the deaths of her one- and three-year-old children on June 25.

New Jersey’s criminal justice system lacks equity and fairness, Governor Claims

Newark, NJ – Governor Phil Murphy has signed Executive Order No. 362 to expedite the review process for certain clemency applications. This order includes specific categories such as non-violent convictions and cases involving excessive trial penalties. It aims to address systemic inequities in the criminal legal system.

The initiative, according to Murphy was enacted to benefit what he termed “black and brown” communities in New Jersey.

“As we celebrate Juneteenth and reflect on our nation’s ongoing journey toward racial justice for Black and Brown Americans, I am proud to sign this Executive Order to help address inequities and unfairness in our justice system in New Jersey,” said Governor Murphy. “This new clemency initiative is a cornerstone of our Administration’s efforts to make New Jersey the State of Second Chances. Today, we pledge to take a responsible and equity-driven approach to pardons and commutations that will prioritize the most compelling cases.”

“Crowding in our state prisons creates hurdles for safety, healthcare, and programming,” said Terry Schuster, New Jersey’s Corrections Ombudsperson. “Governor Murphy’s announcement today clears the path for people who can safely return home, and eases the burden on the Department of Corrections to manage and improve prison conditions.”

The order also establishes a Clemency Advisory Board to review applications and provide recommendations to the Governor. This board is the first of its kind in New Jersey and includes diverse members from various criminal justice backgrounds.

Governor Murphy highlighted the initiative as part of efforts to make New Jersey a state of second chances. He emphasized the importance of addressing inequities in the justice system.

“In New Jersey, we believe in second chances and giving our residents every opportunity to succeed,” said Attorney General Matthew J. Platkin. “Governor Murphy’s creation of a Clemency Advisory Board and plan to ensure expedited consideration for a large number of worthy applicants demonstrates this administration’s commitment to those principles.

Lt. Governor Tahesha Way echoed this sentiment, noting the significance of the order in the ongoing struggle for racial justice. Attorney General Matthew J. Platkin and other officials also expressed support for the initiative, underscoring its potential to provide second chances and promote rehabilitation.

“Governor Murphy’s actions today are bigger than a new program or correcting a handful of injustices. This is an entirely new approach to clemency that is going to cut red tape and restore hope, dignity, and opportunity for people unjustly trapped in the system,” said Robert “Meek Mill” Williams, Co-Founder and Co-Chair, REFORM Alliance. “I know personally the life-changing impact that clemency can have. Today’s announcement means that many more people will have an opportunity to reunite with their families, get back on their feet, and chase their dreams. It takes true leadership to use executive power like this, and I applaud Governor Murphy for doing what’s right and taking this bold step.”

The Clemency Advisory Board’s appointed members include legal professionals, a university professor, and a police chaplain, among others. This initiative builds on previous reforms by the Murphy Administration aimed at providing second chances to justice-involved individuals.

OP-ED Negative Effects of New Jersey’s Bail Reform Act

Trenton, NJ – New Jersey’s Bail Reform Act, enacted in 2017, aimed to create a fairer criminal justice system by reducing the reliance on cash bail. While the legislation has been praised for addressing socio-economic disparities, it has also faced significant criticism for its unintended consequences, particularly concerning public safety and repeat offenses.

One of the primary criticisms of the Bail Reform Act is the increase in recidivism. Law enforcement officials have reported a rise in the number of repeat offenders who are released without bail, only to commit new crimes shortly thereafter. According to the New Jersey State Police, the rate of re-arrests for individuals released under the new system has surged, contributing to a sense of insecurity among residents.

Furthermore, the legislation has strained police resources. With more individuals being released pre-trial, officers are spending increased time re-arresting repeat offenders, which detracts from their ability to address other crimes. This cycle of arrest and re-arrest has become a significant burden on law enforcement agencies across the state.

Local communities have also felt the impact. Residents have expressed concerns about safety, particularly in neighborhoods that have seen a spike in crimes committed by individuals out on pre-trial release. In some areas, there has been a noticeable increase in property crimes and violent offenses, which many attribute to the perceived leniency of the new bail system.

Judicial discretion has also been a contentious point. Critics argue that the risk assessment tool used to determine a defendant’s likelihood to reoffend or appear for court dates is not foolproof. Instances where dangerous individuals have been released due to favorable risk scores have sparked outrage and calls for reform.

The Bail Reform Act was designed with noble intentions, aiming to eliminate the bias against economically disadvantaged individuals who could not afford bail. However, the rise in criminal activity among those released pre-trial has led to calls for a reassessment of the system. Lawmakers and community leaders are now faced with the challenge of balancing fairness with public safety.

In response to these issues, some legislators have proposed amendments to the Bail Reform Act. These include allowing for greater judicial discretion and implementing more stringent conditions for release in cases involving serious offenses. The ongoing debate highlights the complexities of criminal justice reform and the need for a system that ensures both equity and safety.

As the state continues to navigate these challenges, the impact of the Bail Reform Act remains a critical issue for New Jersey’s residents and lawmakers alike. The need for effective solutions that address both the flaws and the benefits of the current system is evident, calling for a nuanced approach to criminal justice reform.
