CHESAPEAKE, VA – A Portsmouth man is behind bars after a rush-hour shooting on Interstate 464 that left two people injured and stunned morning commuters.

Virginia State Police took Yohance Jahsake Okpara Taylor, 39, into custody without incident at his Portsmouth home Thursday evening.

The arrest came less than 24 hours after the gunfire erupted on the busy southbound lanes of I-464.

Taylor faces multiple felony charges, including maliciously shooting at an occupied vehicle, discharging a firearm from a vehicle, displaying a firearm in a threatening manner, three counts of attempted malicious wounding, and two counts of malicious wounding.

Victims targeted on morning commute

The shooting unfolded around 8 a.m. Thursday as five men traveled in a white 2019 Ram pickup truck toward work. Investigators said the green Ford Mustang, driven by Taylor, approached and shots were fired at the occupied vehicle.

Two passengers suffered minor injuries from shattered glass but avoided being struck by bullets. Authorities confirmed all five occupants later identified Taylor as a coworker.

Quick coordination leads to arrest

State Police credited assistance from the Chesapeake and Portsmouth Police Departments for the swift capture. Detectives tracked Taylor to his residence and apprehended him around 5 p.m. the same day.

Investigators have not released a motive but confirmed the attack was not random. Taylor remains in custody pending court proceedings.

Charges reflect severity of attack

Court documents outline a series of violent offenses tied to the shooting. Each charge carries potential prison time under Virginia law, signaling prosecutors intend to pursue the case aggressively.

Authorities said the investigation remains active as evidence, including ballistic material and witness statements, continues to be processed.
