Former Highlands School District teacher charged as investigators search for more potential victims

Pittsburgh, PA — A former teacher in the Highlands School District is facing a series of serious child‑sex charges after a report to ChildLine led Allegheny County Police to reopen allegations from 2021 and identify multiple juvenile victims, with detectives now seeking information from anyone who may have been harmed.

County Police said they received the initial report on November 7 involving a juvenile male who alleged he was sexually assaulted in 2021 by 53‑year‑old Sean Dicer, who was employed as a teacher in the district at the time. Detectives began investigating and soon identified a second juvenile male connected to the case.

After gathering additional evidence, investigators filed multiple charges against Dicer on December 4, including involuntary deviate sexual intercourse with a child, unlawful contact with a minor and sexual extortion. Dicer was taken into custody and is being held at the Allegheny County Jail.

Following news coverage of the arrest, detectives said they received new information suggesting there may be more victims who have not yet come forward.
