Florida sheriffs arrest two for animal cruelty and neglect

HOMOSASSA, FL — The Citrus County Sheriff’s Office (CCSO) announced the arrest of Melissa Dawn Heward, 42, and Samantha Lynn Heward, 21, both of Homosassa, on multiple charges of animal cruelty and neglect. The arrests follow the seizure of 18 animals from their residence on West Akazian Lane, where authorities had responded to numerous calls regarding loose dogs and allegations of neglect.

CCSO’s Animal Control Unit had been monitoring the residence due to 38 previous calls for service related to animal issues. Despite efforts to work with Melissa Heward to bring the animals under control, including mandates for medical care and suggestions to reduce the number of dogs, conditions at the home continued to deteriorate.

On August 19, 2024, officers conducted a follow-up visit after neighbors reported frequent dog fights at the residence. Upon gaining access to the home for the first time since June, officers found conditions significantly worse than before. Deputies were called in, and 11 dogs and 5 cats were seized due to the inhumane and unhealthy living conditions. Several animals showed signs of neglect and had untreated medical issues.

During the investigation, it was also discovered that two minor children were living in the home. Due to the unsafe conditions, the Department of Children and Families (DCF) removed the children from the residence. County Code Enforcement responded and deemed the home an unsafe structure.

Arrests Made:

Melissa Dawn Heward: Charged with 10 counts of animal cruelty.
Samantha Lynn Heward: Charged with 4 counts of animal cruelty and 1 count of aggravated animal cruelty.

All animals were surrendered to the county and are currently receiving necessary medical care.
