Former jackson business administrator joins team at embattled adventure crossing project

Jackson, NJ – Terrence Wall, the former Jackson Township business administrator, has joined the advisory council of the sprawling Adventure Crossing development, a move that comes as the project faces foreclosure proceedings and escalating disputes with the township council and mayor over housing density and zoning.

Wall’s appointment follows his departure from township government after the council and mayor voted to oppose the developer’s revised plan to construct up to 1,200 homes on land originally promoted as a regional sports and entertainment destination.

The vote marked a turning point in a long-running conflict between Jackson officials and the project’s backers, who have argued that residential development is necessary to finance the broader complex.

Adventure Crossing, located off Interstate 195, was approved as a multi-use project anchored by an indoor Adventure Sports and Entertainment dome, along with hotels, restaurants, retail space and research facilities. The development has been promoted as a tourism and economic engine for Ocean County, but progress has been uneven amid legal challenges and financing issues.

Last month, Wilmington Savings Fund Society filed a foreclosure lawsuit alleging non-payment on a $14 million mortgage tied to the sports dome portion of the project. The lender claims monthly payments have not been made since May 1, 2024, and is seeking approximately $14.8 million. The foreclosure action remains active as of mid-December.

Developer Vito Cardinale has acknowledged financial difficulties related to the dome but has said the problems are fixable and that negotiations with financial partners are ongoing. Cardinale has also stated that the dome is held as a separate entity from the larger Adventure Crossing project and that its fate does not necessarily determine the future of the remaining development.

Beyond the foreclosure, the project continues to face zoning and legal battles with Jackson Township, including litigation over the proposed housing component. Township officials have argued that the residential plan conflicts with prior approvals and community expectations, while the developer maintains it is required to sustain the overall project.

Wall joins the advisory council with a background that spans more than three decades in public sector leadership and risk management. A vice president at Marsh McLennan Agency, he has served in executive municipal roles across New Jersey, including township administrator, acting chief financial officer and chief administrative officer, and previously held elected office on the Holmdel Township Committee and Board of Education. His advisory role at Adventure Crossing is focused on government and education issues.

His addition to the project team places a former senior township official on the advisory board of a development now directly at odds with the municipality he once served, as Adventure Crossing navigates foreclosure proceedings and continued opposition from Jackson’s governing body.

In the past, the project had faced criticism due to former Mayor Michael Reina’s personal relationship with Cardinale. Wall served as business administrator under Wall before he and the mayor were forced out of office by the township council.
