BUFFALO, NY — Two convicted child sex offenders who were in the U.S. illegally were arrested by federal immigration agents Monday just moments after being released from a New York prison, where they served time for crimes against minors.
ICE agents from the Buffalo field office took 54-year-old Michael Kabiona, a native of the Democratic Republic of Congo, and 31-year-old Noe Alberto Flores Sandoval, a citizen of El Salvador, into custody after they were released from Wende Correctional Facility in Alden.

Kabiona was convicted in Buffalo of sexual misconduct against a child and sentenced to 12 years in prison. ICE officials say he entered the U.S. in 2011 but later violated the terms of his admission.
Flores Sandoval was convicted in Nassau County of attempted rape of a child under 15. He had previously been removed from the U.S. in May 2021, but unlawfully reentered the country before committing the offense that led to his three-year prison sentence.
Both men are now in ICE custody and face removal proceedings.
ICE leadership in Buffalo emphasized the seriousness of the crimes and the agency’s commitment to public safety.
“There is no place in our society for these vile child predators,” said Deputy Field Office Director Joseph Freden. “We will continue our congressionally mandated mission to preserve public safety and national security.”
Federal authorities confirmed both individuals will remain in ICE detention pending immigration hearings and likely deportation.
