TOMS RIVER, NJ – The Ocean County Board of Commissioners has approved more than $5.2 million in new and extended contracts spanning health care, technology, engineering, infrastructure, and public safety services.
The agreements, awarded during the latest commissioners meeting, include continued funding for mental health and substance abuse programs, software and technology upgrades, environmental engineering projects, and new equipment for law enforcement and county facilities.
Officials said the approvals ensure that vital services and modernization efforts continue seamlessly into 2026, with several contracts contingent upon adoption of the upcoming county budget.

Health and human services contracts extended
Several agreements were renewed to maintain social service programs for county residents. Bright Harbor Healthcare received multiple extensions totaling more than $548,000 to continue family crisis intervention, outpatient and inpatient substance abuse treatment, in-home counseling, and electronic monitoring services for juveniles. Youth Advocate Programs, Inc. secured renewals valued at $219,000 for diversion and mentoring services, while Preferred Behavioral Health of NJ, Inc. will continue providing employee assistance programs for county workers.
Major technology and security upgrades approved
The county approved a $1.39 million contract extension with CGI Technologies & Solutions, Inc. to migrate Ocean County’s CGI Advantage financial management software to a new cloud-based system. Additional technology purchases include $262,464 for Primepoint HR and payroll systems, $197,122 for AXON body-worn cameras for the Department of Corrections, and $100,000 for drone detection systems for the Sheriff’s Office. Smaller upgrades include network and CCTV installations at the Chestnut Street Complex.
Engineering and infrastructure projects funded
Several engineering firms received funding for environmental studies and project management related to public infrastructure. T&M Associates, DuBois & Associates, and Mott MacDonald were among those awarded contracts for on-call environmental services and project oversight. The board also approved $660,327 for project management and inspection of the Long Beach Boulevard reconstruction in Beach Haven and $75,000 for continued bridge design work in Lakewood.
Additional professional service and consulting contracts
Other approvals included $119,000 for Medicaid program consulting with Myers and Stauffer LC, $95,000 for materials testing at the Ocean County Justice Complex Annex, and $45,000 for additional architectural design services at the county’s court facilities. Election Systems & Software, LLC received a $995,000 extension for voting machine maintenance and licensing for 2026.
