Fairfax, VA – A police officer is under investigation for allegedly running over a woman who had been injured in a previous hit-and-run incident. The Fairfax County Police Department released dashcam footage related to the night of September 23, when Officer Jalin Phillips reportedly struck 62-year-old Trina Jones, a victim of a prior accident in Hybla Valley.
Initial reports indicated that Jones had been struck by a black Mercedes while crossing an intersection. When Officer Phillips responded to the emergency, it is alleged that he ran over Jones a second time, expressing his shock upon impact.
Dashcam footage showed Phillips’ vehicle approaching Jones, who was lying on the ground. Although the vehicle appeared to slow down, it did not stop in time, and Jones’ form was no longer visible in the frame.
Witnesses at the scene instructed Jones to leave the roadway after the initial collision. Police Chief Kevin Davis confirmed that while Jones remained conscious and requested to wait for police assistance, additional measures were taken to protect her from further harm.
The video recorded during the incident indicated that Phillips was driving between 14 to 17 miles per hour. Davis added that there was no evidence to suggest Phillips acted recklessly during the response.
First responders from Fairfax Fire and Rescue arrived shortly after the incident. Despite their attempts to save her, Jones was later pronounced dead following transport to a nearby hospital.
Chief Davis described the events surrounding Jones’ death as traumatic for Officer Phillips, a two-year veteran of the police department. He noted the significance of the tragedy for both Jones’ family and for the officer involved.
Investigators confirmed they have located the Mercedes connected to the original hit-and-run but have yet to find the driver. Phillips has been placed on restrictive-duty status pending the investigation and has not been charged with a crime.
