Pedestrian Struck and Killed in Philadelphia Hit and Run Crash

PHILADELPHIA, PA – A tragic hit-and-run incident late Wednesday night claimed the life of a 44-year-old pedestrian on East Torresdale Avenue in the 24th District. The accident occurred just before midnight on May 29, 2024, leading to the death of the victim at Temple University Hospital shortly thereafter.

Investigators are seeking a silver or blue Mitsubishi Outlander, which is believed to have been involved in the incident. According to the initial investigation, the vehicle was traveling eastbound on the 1800 block of East Torresdale Avenue when it struck the pedestrian attempting to cross the street. The driver then fled the scene at a high rate of speed continuing eastbound.

The victim, a 44-year-old Black male, was urgently transported by responding Philadelphia Fire Department medics to Temple University Hospital, where he was pronounced dead at 12:24 a.m.

The Philadelphia Police Department’s Crash Investigation Division is conducting a thorough investigation into this fatal crash. Authorities are appealing to the public for any information regarding the crash or the whereabouts of the vehicle involved. Police Seek Suspect in Lewd Act Incident in Brooklyn

BROOKLYN, NY – Authorities are on the lookout for a suspect involved in a disturbing incident reported on the morning of Saturday, May 25, 2024.

A 41-year-old woman was subjected to a lewd act by an unidentified male while she was near the intersection of Court Street and Second Place in Brooklyn.

According to reports, the incident occurred at approximately 6:15 AM when the suspect exposed himself and performed the act in front of the victim. After committing the act, the individual fled the scene on foot, heading westbound on First Place.

The suspect is described as a male with a dark complexion, about 5 feet 10 inches tall, and weighing around 150 lbs. He was last seen wearing a black hooded zip-up sweatshirt, brown sweatpants, and black shoes. Thankfully, there were no physical injuries reported following the incident.

Drunk Stafford Man With 7 Prior DUI Charges Crashes Into Ambulance

STAFFORD COUNTY, VA – A 68-year-old Stafford resident, Homer Maxey, with a history of seven DUI charges, was arrested once again under the influence, this time following a collision involving a Fauquier County Ambulance.

The incident occurred on May 28th at approximately 8:57 p.m. at the intersection of Warrenton Road and Poplar Road. Stafford County Deputy S.A. Edwards, who responded to the scene, noted that Maxey displayed clear signs of intoxication including bloodshot eyes and slurred speech.

Maxey admitted to consuming alcohol prior to the accident.

A subsequent check revealed Maxey’s extensive DUI history and current status with a revoked and unlicensed driver’s status. Inside Maxey’s Chevy Tahoe, authorities found four empty beer cans and an unrestrained nine-year-old child in the back seat, who, fortunately, was not injured in the crash.

Maxey now faces multiple charges including DUI third offense within ten years with a child present, driving after forfeiture of his license, driving while revoked with endangerment, driving with an unrestrained child in the vehicle, and child endangerment. He is currently being held at Rappahannock Regional Jail without bond.

33-Year-Old Owing Mills Man Killed in Crash on South Dupont Highway

WOODSIDE, DE – A tragic two-vehicle collision early this morning on South Dupont Highway near Woodside resulted in the death of a 33-year-old man from Owings Mills, Maryland.

The accident occurred at approximately 2:20 a.m. when a Freightliner tractor-trailer, operated by a 51-year-old man from Greensboro, North Carolina, was slowing to turn right into a business south of Barney Jenkins Road. During this maneuver, a GMC T-Series box truck, following behind in the same lane, collided with the rear of the Freightliner’s trailer.

The driver of the GMC, who was not using a seatbelt at the time of the crash, was pronounced dead at the scene. His identity has not been released pending notification of his family. The Freightliner driver did not sustain any injuries in the incident.

The roadway was closed for about five hours as Delaware State Police conducted their investigation and cleared the accident site. The investigation into the exact circumstances of the crash continues.

Woman Caught Breaking Into Home in New Castle

NEW CASTLE, DE – Newark Police have arrested 39-year-old Shantale Seeney of New Castle following a burglary incident reported on the evening of May 24, 2024.

At approximately 9:02 p.m., officers responded to a call from the 400-block of South Chapel Street, where a citizen reported a burglary in progress.

The caller, who was overseeing the property for its owner, noticed Seeney inside the residence without authorization. Previously, Seeney had been explicitly advised against entering the property.

Upon police arrival, Seeney was pointed out by the citizen and was subsequently arrested without incident outside the residence. A search conducted on Seeney revealed property belonging to the homeowner.

After being transported to Newark Police headquarters, Seeney was charged with second-degree burglary and theft under $1500. She appeared before Justice of the Peace Court #11 via video and was held in lieu of $3,000 secured bail. Following the court proceedings, Seeney was transferred to the Delores J. Baylor Women’s Correctional Institution in New Castle.

The case unfolded when the woman, who met Kawada via a dating app and engaged in a brief relationship, discovered her pregnancy after their breakup.

The discussions about her pregnancy led Kawada, leveraging his claimed knowledge from family medical background, to administer what he claimed were health supplements. According to police reports, he also provided homemade raspberry leaf cookies, known to potentially induce labor and miscarriage when consumed during the first trimester.

Kawada’s deceptive practices included instructing her on how to consume the pills, ensuring she allowed them to dissolve in her mouth. The woman, experiencing severe cramps and bleeding, became suspicious and saved some of the pills after pretending to ingest them. Despite these symptoms, her initial medical check-ups showed a normal pregnancy progression.

The situation escalated as continued ingestion led to a miscarriage, prompting her to report Kawada’s actions to the Watertown Police Department.

ORANGE COUNTY, NY – Orange County District Attorney David M. Hoovler and Sheriff Paul Arteta announced significant arrests stemming from a comprehensive law enforcement operation known as “Operation Hot Lunch.” This major initiative targeted firearm and narcotics trafficking in Orange County, culminating in the dismantling of a $3 million per year cocaine distribution network.

The operation, which included judicially authorized wiretaps, undercover operations, and search warrants, has become the largest gun trafficking case in the history of Orange County. A total of 33 defendants have been charged with various offenses related to the possession and sale of narcotics and guns.

On May 21, law enforcement agencies executed a coordinated enforcement action after a six-month-long investigation led by the Orange County Drug Task Force, in collaboration with multiple local and state agencies. This led to the arrest of 26 individuals, with two awaiting extradition from other states and one currently in ICE custody. Authorities are also seeking the public’s assistance in locating four more individuals connected to the operation.

Central to the operation was Kirkland Salmon, who allegedly coordinated four separate conspiracies to traffic narcotics and firearms. Operating from a food truck in the City of Newburgh, Salmon received substantial quantities of cocaine and firearms, which he then distributed throughout the county. The investigation uncovered extensive distribution networks operated by narcotics suppliers Owen Beckford and Joshua Arnold.

On the day of the crackdown, authorities seized over 11 kilograms of cocaine, about 90 grams of fentanyl, seven firearms, high-capacity magazines, numerous rounds of ammunition, roughly $45,000 in cash, and various items used for drug trafficking, including scales and packaging materials. Ten vehicles and one food truck used in the criminal activities were also confiscated.

District Attorney Hoovler expressed gratitude towards all participating agencies for their collaboration in this significant enforcement effort.

Elderly Man Killed in Silver Spring Crash

SILVER SPRING, MD – Detectives from the Montgomery County Department of Police – Collision Reconstruction Unit are investigating a fatal collision that occurred on Sunday.

The incident happened at 8:14 p.m. at the intersection of University Boulevard East and Buckingham Drive, involving a two-vehicle crash. Responding to the scene were officers from the 3rd District and Montgomery County Fire Rescue personnel.

Initial reports indicate that a 2018 Audi Q5, traveling eastbound on University Boulevard East, collided with a 2013 Honda CR-V. The Honda was attempting a left turn from Buckingham Drive onto University Boulevard East when it was struck and subsequently hit a tree.

While the driver and three passengers in the Audi were uninjured, the Honda’s driver sustained injuries initially believed to be non-life-threatening. However, the situation took a tragic turn when the driver, later identified as 79-year-old Adolfo Cabrera of Silver Spring, died on Tuesday following his injuries.

Cabrera was pronounced dead at the hospital where he had been receiving care. The investigation into the collision continues as authorities work to determine the specifics of the incident.

According to U.S. Attorney Tessa M. Gorman, McClellon exploited the emergency relief measures intended to support struggling small businesses during the COVID-19 crisis by fabricating applications under dormant business names. In May and June 2020, McClellon successfully obtained $500,948 in loan proceeds from three different financial institutions using falsified documents.

McClellon’s fraudulent activities involved the use of three inactive LLCs he had previously registered in Washington—Frostlake, Cannonlake, and Skylake. He falsely claimed these entities were operational with up to 13 employees and gross receipts surpassing $1.6 million. Forged IRS forms supported his claims of running viable real estate, wholesale, or retail businesses.

The funds, however, were not used for business purposes. Instead, McClellon directed them towards personal expenses including rent for a Manhattan apartment, travel, gym memberships, and approximately $20,000 in Uber rides. The loans were disbursed into newly created bank accounts or directly into his personal account.

Judge King criticized McClellon’s lack of remorse and the broader impact of his actions, which burdened the already strained loan application system and deprived genuine businesses of critical financial support. The sentence aims to reflect the gravity of the offenses and the need for accountability in the use of pandemic-related financial assistance programs.

Two Men Sentenced for 2014 Murder Linked to Drug Debt in Harlem

NEW YORK, NY – Carlos Laureano and Nnandi Ben-Jochannan have received substantial prison sentences for their involvement in the 2014 murder of Luis Perez, as announced by U.S. Attorney Damian Williams for the Southern District of New York. The sentencing took place under U.S. District Judge Lewis J. Liman, with Laureano receiving 30 years and Ben-Jochannan 10 years in federal prison.

On August 12, 2014, in Harlem, New York, Laureano fatally shot Perez in an incident tied to a heroin and marijuana distribution conspiracy. According to court documents, Ben-Jochannan assisted in the crime by driving Laureano to and from the murder scene, fully aware that Laureano was armed. Post-murder, they attempted to cover their tracks by cleaning the vehicle and disposing of evidence.

Laureano had pleaded guilty in October 2023 to charges of discharging and possessing a firearm in connection with a drug trafficking crime. Ben-Jochannan pleaded guilty in December 2023 to possessing and brandishing a firearm during the same drug trafficking crime and aiding and abetting the act.

In addition to their incarceration, Laureano, aged 35, and Ben-Jochannan, aged 30, both residents of the Bronx, will undergo supervised release for three and five years, respectively, upon completion of their prison terms.

Providence Man Pleads Guilty to SNAP Fraud and Illegal Firearm Possession

United States Attorney Zachary A. Cunha also confirmed that at the time of his arrest, Meireles unlawfully possessed a firearm.

Pleading guilty to conspiracy to commit wire fraud, illegal acquisition or use of SNAP benefits, and unlawful possession of a firearm, Meireles is set for sentencing on September 4, 2024. The sentences will be determined by a federal district judge based on the U.S. Sentencing Guidelines and other statutory factors.

The court was informed that Meireles and his co-conspirators used stolen identities and social security numbers to file fraudulent applications for SNAP benefits, resulting in the issuance of EBT cards. These cards were primarily sent to Meireles’s residence or to addresses close by. Meireles either utilized these cards for personal purchases, sold them for cash, or distributed them to others.

The fraudulent activity, spanning from September 2021 to November 2023, was exposed following a court-authorized search of Meireles’s home. The search led to the discovery of multiple EBT cards alongside a paper ledger detailing the amounts and PINs associated with each card. Law enforcement also seized a 9mm pistol hidden within clothing in his bedroom closet.

This case highlights significant abuses of a federally funded program designed to assist those in need and underscores the ongoing efforts by authorities to crack down on public assistance fraud.

Details provided in the court documents indicate that Schmidt was actively involved in the day’s events. After breaching the Peace Circle Monument barricades, he led chants, scaled a black metal fence, and was among the first to confront Capitol Police officers on the West Plaza. He recorded these moments on his cellphone, including instances where he directly confronted and impeded police officers.

At approximately 2:45 p.m., Schmidt entered the Capitol through the Upper West Terrace Doors, celebrated by raising his fist. He briefly left the building and re-entered, remaining until forced out by officers around 3:30 p.m.

Schmidt was arrested by the FBI on July 28, 2023, following an investigation into his actions during the Capitol riot. His case is part of a larger investigation into the January 6 events, which seeks to hold accountable those who illegally breached and disrupted the Congressional proceedings.

Brazilian Man Indicted in Boston for Visa Fraud After Failing to Disclose Involvement in Notorious Massacre

BOSTON, MA – Antonio Jose De Abreu Vidal Filho, 30, currently residing in Malden, was indicted on multiple counts related to visa fraud and perjury after allegedly failing to disclose his involvement in a mass murder in Brazil, known as The Slaughter of Curió, when applying for a U.S. visa.

U.S. Attorney’s Office in Boston announced that De Abreu is charged with two counts of visa fraud, two counts of perjury, and one count of falsifying a material fact. Following his initial court appearance in Boston, he has been detained pending a further hearing scheduled for June 5, 2024.

The indictment details that in November 2015, De Abreu, then a member of the Ceara State Military Police, participated in a retaliatory killing spree that resulted in the deaths of 11 people, mostly teenagers, in the capital of Ceará, Brazil. This incident was a response to the murder of a fellow police officer earlier that evening.

Despite being arrested and charged with murder by Brazilian authorities in 2016, De Abreu was released pending trial and subsequently applied for a U.S. non-immigrant B2 visitor visa in 2017. During his visa application process, De Abreu falsely answered “no” when asked about any prior arrests or convictions. His visa was approved based on these representations, and he traveled to the U.S. in 2018. Since his arrival, he has obtained various state IDs, a social security card, and work authorization.

Further complicating his legal situation, De Abreu applied for asylum in 2020, where he again allegedly lied about his criminal history abroad. His prior convictions in Brazil were significant: on June 25, 2023, he was convicted of 11 counts of murder, three counts of attempted murder, and four counts of physical and mental torture, receiving a sentence of 275 years and 11 months in prison.

The charges against De Abreu in the U.S. could lead to additional sentences, including up to 10 years for misuse of visas and permits, and up to five years each for perjury and falsifying information, along with potential fines and supervised release.

The case highlights the international collaboration in law enforcement and underscores the severe consequences of providing false information on immigration documentation.

Richmond County Man Sentenced to 15 Years for Drug Trafficking and Gun Charges

AUGUSTA, GA – Kelvin Laron Howard, a 68-year-old resident of Augusta, has been sentenced to nearly 15 years in federal prison following his conviction on several charges related to drug trafficking and illegal gun possession. U.S. District Court Judge J. Randal Hall imposed the sentence of 175 months after Howard was found guilty by a jury of Possession with Intent to Distribute Heroin, Possession of a Firearm in Furtherance of a Drug Trafficking Crime, and Possession of a Firearm by a Convicted Felon.

Jill E. Steinberg, U.S. Attorney for the Southern District of Georgia, highlighted the significance of the conviction, noting that Howard was a major distributor of illegal drugs in the Augusta area. The sentencing reflects a zero-tolerance policy for armed drug dealers within the community. In addition to his prison term, Howard is fined $2,500 and will serve three years of supervised release, with no possibility of parole.

The charges stemmed from a thorough investigation led by the Richmond County Sheriff’s Office, which identified Howard as a key heroin distributor. During a search of his apartment, law enforcement officers discovered substantial quantities of heroin—enough for over 700 doses—along with drug scales, packaging materials, nearly $1,000 in cash, and a loaded semiautomatic pistol.

Beau Kolodka, Assistant Special Agent in Charge of the Atlanta Field Office of the Bureau of Alcohol, Tobacco, Firearms and Explosives, emphasized the importance of prosecuting violent criminals to enhance community safety. Former Polar Air Cargo Executive Sentenced for $32 Million Fraud Scheme in New York City

NEW YORK, NY – Lars Winkelbauer, former Chief Operating Officer and Executive Vice President of Polar Air Cargo Worldwide, Inc., has been sentenced to four years in prison for his role in a decade-long fraud scheme that resulted in over $32 million in losses to the company. U.S. District Judge Jesse M. Furman handed down the sentence following Winkelbauer’s guilty plea to charges of conspiracy to commit wire fraud and money laundering.

U.S. Attorney Damian Williams stated, “Lars Winkelbauer abused his high-level position at Polar for over a decade, extracting millions of dollars in kickbacks for himself and causing tens of millions of dollars of harm to the company. The substantial sentence imposed today sends an important message: corporate corruption doesn’t pay.”

The scheme, which ran from approximately 2009 through July 2021, involved Winkelbauer and at least nine other individuals, including three senior executives and six vendors of Polar. These parties engaged in accepting kickbacks and secretly owning interests in Polar vendors to secure favorable business arrangements.

Winkelbauer, 48, from Bangkok, Thailand, personally received over $6 million in kickbacks from about 11 different Polar vendors or customers. He also engaged in a sophisticated money laundering operation to hide these illegal payments, involving falsified invoices and the use of shell companies in China.

In addition to his prison term, Winkelbauer has been sentenced to three years of supervised release and is ordered to forfeit $6,774,039.30. He must also make restitution amounting to $32,902,847 to Polar Air Cargo Worldwide, Inc. This case highlights significant corruption within the senior management of Polar, affecting nearly every aspect of the company’s operations for more than a decade.

Mexican National Indicted for Importing Suicide Drug Into United States

CHICAGO, IL – A federal grand jury in Chicago has indicted Daniel Gonzalez-Munguia, a 40-year-old resident of Puebla, Mexico, on serious drug charges related to the illegal importation of Pentobarbital into the United States. Gonzalez-Munguia, also known as “Alejandro Vasquez,” faces charges of importing and distributing a controlled substance, with potential penalties of up to 60 years in federal prison.

The indictment, returned on Tuesday in the U.S. District Court in Chicago, outlines Gonzalez-Munguia’s alleged operation of an online drug business aimed at distributing Pentobarbital, a drug commonly used for animal euthanasia in Mexico and controlled under U.S. law. The business reportedly targeted individuals in the U.S. and globally who were contemplating suicide.

During the investigation, law enforcement discovered numerous mail parcels linked to Gonzalez-Munguia that had been shipped from Mexico. These parcels were allegedly intended for individuals who had purchased the drug online through email addresses controlled by Gonzalez-Munguia. Some recipients admitted to their despondent state upon contact by authorities, while in other instances, individuals were found deceased after purchasing the drug.

The announcement of the indictment was made by Morris Pasqual, Acting United States Attorney for the Northern District of Illinois, alongside officials from Homeland Security Investigations and the U.S. Postal Inspection Service in Chicago. The investigation, described as ongoing, has also involved contributions from U.S. Customs and Border Protection, the Illinois Army National Guard Counterdrug Program, the U.S. Attorney’s Office for the Southern District of Texas, and law enforcement agencies across several countries including Australia, Canada, and the United Kingdom.

Gonzalez-Munguia is currently detained in U.S. custody, with an arraignment in federal court pending. The case is being prosecuted by Assistant U.S. Attorney Kartik K. Raman.

Somerset County Man Faces Murder Charge in Fatal Hit-and-Run Incident

SALISBURY, MD – A Somerset County man, Jamal Scarborough, 27, has been indicted on multiple charges including murder following a hit-and-run crash that resulted in the death of a utility worker in Wicomico County earlier this year.

The indictment was returned by the Wicomico County Grand Jury on May 20, 2024, culminating from a grand jury review initiated by the Wicomico County State’s Attorney’s Office. Scarborough, from Marion Station, Maryland, faces charges of second-degree murder, first-degree assault, two counts of vehicular manslaughter (negligent and criminally negligent), and other related offenses including failure to return/remain at an accident scene involving death.

The fatal incident occurred on March 27, near Salisbury Regional Airport on Airport Road, where 64-year-old Thomas R. Attix of Dover, Delaware, was working in a flagged work zone. According to Maryland State Police, Scarborough, attempting to bypass the work zone, swerved into oncoming traffic lanes, and upon re-entering the southbound lane, lost control and drove into a roadside ditch. It was during this reckless maneuver that Scarborough’s vehicle struck Attix, who was working on the ground.

Attix was initially transported to TidalHealth Peninsula Regional Hospital and later flown to Christiana Hospital for further treatment, where he succumbed to his injuries on April 2.

An off-duty trooper, who witnessed the incident, along with additional troopers from the Salisbury Barrack and another off-duty trooper, pursued Scarborough, eventually apprehending him in a field near Johnson Road in Salisbury. Scarborough was arrested at the scene and has since been held without bail at the Wicomico County Detention Center.

The Maryland State Police Crash Team continues to lead the investigation with assistance from the Maryland Natural Resources Police. This case highlights the severe legal consequences of hit-and-run incidents, particularly those involving fatal outcomes and the endangerment of workers in controlled zones.

Former Richmond Postal Carrier Sentenced for Mail Theft

RICHMOND, VA – Wendy Lawrence, a former postal carrier with the U.S. Postal Service (USPS) in Richmond, has been sentenced to one year and one month in prison for theft of mail, as announced today.

According to court documents, 40-year-old Lawrence engaged in a scheme to steal mail, extracting gift cards, checks, and other valuable items for personal use. In addition to pilfering mail, she disposed of mail entrusted to her care. Law enforcement officers recovered stolen mail from Lawrence’s residence, identifying over 180 victims.

Lawrence used the stolen checks’ bank account and routing information to initiate electronic payments for personal expenses, including her tax bill, pest control services, and rent. In an attempt to extend and conceal her fraudulent activities, she filed a fraudulent address change with USPS to reroute a victim’s mail to her address. Investigators also found forged checks in Lawrence’s possession, issued in the names of at least 30 individuals, which she used for her own benefit.

Lawrence pled guilty to the charges on February 29.
