Utica, NY – Law enforcement officials announced the arrest of a man in connection with a shots fired investigation near the intersection of Bleecker St and Nichols St.

The investigation began on September 1, when police released information about the incident. Authorities identified a suspect early in the investigation but made multiple unsuccessful attempts to locate him. The New York/New Jersey Regional Fugitive Task Force, alongside Utica Police Warrants Investigators, cooperated extensively with the Karen community to facilitate the suspect’s peaceful surrender.

On Wednesday, the cooperation yielded results as Task Force members and Utica Police Department Patrol officers arrested 24-year-old To To at his residence on Mary St. To was then taken to the Utica Police Department where he faced several charges.

The charges against To include Criminal Possession of a Weapon in the second degree, Criminal Possession of a Weapon in the third degree, Criminal Possession of a Firearm, and Reckless Endangerment in the first degree.

The arrest underscores the successful collaboration between law enforcement and the community in addressing critical public safety issues.
