Two Ocean County men charged after multi-agency probe uncovers large drug distribution ring
Toms River, NJ – A three-month investigation led by the Ocean County Prosecutor’s Office has resulted in the arrests of two men accused of distributing large quantities of cocaine and methamphetamine throughout Ocean County, authorities announced Monday.
Prosecutor Bradley D. Billhimer said 58-year-old Joseph Broxmeyer of Jackson and 40-year-old Tariki Foster of Manchester were identified as key distributors in a joint operation involving the FBI’s Red Bank Jersey Shore Safe Streets Task Force, the DEA’s High Intensity Drug Trafficking Areas (HIDTA) Group 5, and multiple local police departments.
Investigators allege the pair distributed roughly 300 grams of cocaine and 12 ounces of methamphetamine during the operation. On September 19, detectives stopped Broxmeyer’s vehicle in Toms River, taking him into custody without incident.
Search warrants were then executed at multiple locations, including a storage facility in Brick Township and residences in Toms River and Jackson. Authorities recovered cocaine, methamphetamine, MDMA, drug paraphernalia, and $5,168 in cash. Foster was arrested at the Toms River location.
Broxmeyer faces multiple drug distribution and possession charges, including distribution of more than five ounces of cocaine and methamphetamine. He was booked and later released under New Jersey’s bail reform system. Foster was charged with similar offenses, including financial facilitation, and remains in custody pending trial.

Prosecutor Billhimer credited the coordinated efforts of federal, state, and local agencies for dismantling what investigators described as a significant regional narcotics network.
