TOMS RIVER – Bob Kulik of The Happenings, along with the Joey Katz Orchestra, will perform a tribute to Frank Sinatra at 7 p.m. Feb. 14 at Wurlitzers, 1800 Route 9 Suite 9 in Toms River.
