Kensington hit and run suspect turns himself in to police

Philadelphia, PA – On July 22 2021, a defendant, Samuel Starks, surrendered to AID, was arrested and charged in a previous Fatal Hit-and-Run.

On June 6, 2021 at approx. 4:00 AM in the 2700 Block Kensington Ave. the victim, Lauren Panas, a 35-year-old female from the 3000 block of Cedar Street, was attempting to cross Kensington Avenue mid-block when she was struck by a passing auto that did not stop and immediately fled the scene. The victim was pronounced dead at the scene by responding Medics.

Through investigation, the assigned AID investigators were able to locate evidence identifying and locating the striking vehicle, and ultimately identifying the operator.

Upon completion of the investigation, an Arrest Warrant was obtained and the below defendant was charged:

Samuel Starks, 32 year-old male from the 26xx block of N Howard Street, Philadelphia.

Starks is charged with: Involuntary Manslaughter, Homicide by vehicle, Accident Involving Death, REAP, Tampering with evidence, Obstruction of Justice, Reckless Driving and Driving unsafe speed.
