Suspect charged with murder after man found dead during wellness check in Montgomery Village

MONTGOMERY VILLAGE, MD – Detectives with the Montgomery County Police Department have arrested a suspect in connection to the murder of Louis James Chelsey Thursday afternoon.

According to police, Chelsey was found by officers conducting a wellness check at his apartment at around 12:09 p.m.

Upon their arrival, police located Chelsey deceased, with apparent trauma to the body.


The suspect, 35-year-old William Oligiwan Cutler, was arrested on Friday in Gaithersburg. Cutler has no known address. He is being held at the Montgomery County Central Processing Unit, where he is charged with first-degree murder.

Tim Montgomery County Office of the chief medical examiner it is conducting an autopsy to determine the cause of death.
