Lancaster Man to Face Homicide Charges for Death of 68-Year-Old Man

LANCASTER, PA – Following a preliminary hearing on Monday, Edwin Concepcion, a 22-year-old Lancaster resident, will face charges of criminal homicide, prohibited possession of a firearm, carrying a firearm without a license, and possessing a firearm with an altered manufacturer number in the Lancaster County Court of Common Pleas.

The charges stem from the fatal shooting of 68-year-old Israel Lugo on May 1. Lancaster City Bureau of Police Detectives Adam Flurry and Jessica Higgins presented testimony, leading to Judge Bruce A. Roth ruling that the evidence was sufficient to proceed with the charges.

Concepcion was arrested shortly after 7 pm on May 2, and further proceedings are expected to take place in court.
