Fire Captain Charged for Lewd Images of Children

LANDING, NJ—Morris County Prosecutor Robert J. Carroll, Morris County Chief of Detectives Robert McNally, and Roxbury Police Chief Dean Adone announced that James T. Hess, 50, of the Landing section of Mount Arlington, has been sentenced to three years in New Jersey State Prison for the distribution of Child Sexual Abuse Material (CSAM).

The Honorable Judge Ralph E. Amirata, J.S.C., delivered the sentence, which includes registration under Megan’s Law upon Hess’s release. Hess previously pled guilty to one count of second-degree Endangering the Welfare of a Child – Distribution of CSAM.The case began with a CyberTip from the National Center for Missing and Exploited Children (NCMEC), referencing the upload of video files allegedly showing the sexual exploitation or abuse of minors.

Investigators found that Hess uploaded the CSAM video files to Kik, an internet-based chat application, while at the Netcong Volunteer Fire Department, where he was a captain.
