Queens Man Charged in Unsolved 2020 Murder Case

NEW YORK, NY – A Queens man has been arrested and charged in connection with a 2020 homicide in the Bronx, concluding a years-long investigation.

Jowayney Francis, a 32-year-old resident of 105-43 171 Street in Queens, was arrested on Thursday, September 21, at 11:59 a.m. in Queens. Francis faces charges of murder, manslaughter, assault, and criminal possession of a weapon.

Previously, on March 20, 2020, police responded to a 911 call of an assault in progress at the intersection of 224 Street and White Plains Road, within the same precinct. Upon arrival, officers found 44-year-old Jean Civilne with trauma to the head, inflicted by a blunt object. Civilne was transported to NYC Health & Hospitals/Jacobi, where he was pronounced dead on April 10, 2020. He was a resident of 716 East 224 Street in the Bronx.

Francis had been wanted for questioning in connection to the homicide and was described as a 29-year-old male at that time. An update dated May 12, 2020, described Francis as approximately 5’8 and weighing 135 lbs.
