Witnesses saw Rowell exit a local business parking lot on Easton Avenue, stop his car, open his door, and fire two shots toward a parked car. In the process, an unrelated passing vehicle was hit. Officers later found two shell casings near the scene. No injuries were reported.

Rowell faces charges including 1st degree Attempted Murder and weapon-related offenses. He received the charges at the Middlesex County Corrections Center, where he was already detained on unrelated charges. Rowell awaits a detention hearing.
