Former Girl Scout Treasurer Arrested for Felony Theft in Delaware

Kelly M. Raab, a 52-year-old resident of Frankford, Delaware, has been arrested and charged with felony theft. Delaware State Police apprehended Raab following a ten-month investigation into financial irregularities within a local Girl Scout Troop.

The case began on January 31, 2023, when representatives from the Girl Scout Troop met with the Delaware State Police Financial Crimes Unit to discuss suspicions of theft. Raab, who served as the troop’s treasurer from January 2018 to November 2022, was subsequently identified as the primary suspect.

Investigations revealed that Raab had been issuing and cashing fraudulent checks, as well as making unauthorized payment card transactions during her tenure. The financial misconduct led to a total loss of more than $12,000 for the Girl Scout Troop.

On October 12, 2023, Raab voluntarily turned herself in to Troop 4 of the Delaware State Police. She was formally charged with felony theft over $1500 and was arraigned by Justice of the Peace Court 2. Following the arraignment, Raab was released on her own recognizance.
