Man Charged for Illegally Posing as Immigration Attorney to Defraud Migrants

MANHATTAN, NY – The Manhattan District Attorney’s Office announced the indictment of Pablo Israel Ortega Cuenca, 33, for posing as an immigration attorney.

Cuenca is charged with counts of Immigrant Assistance Services, Grand Larceny, and Scheme to Defraud.

He reportedly defrauded multiple clients by misrepresenting his legal status and services from February 2017 to October 2019.

Cuenca misled clients about his qualifications, falsely claiming affiliations with legal institutions, and mismanaged immigration cases, including advising a meritless asylum claim.

He received over $11,000 in legal fees based on these misrepresentations. The Manhattan D.A.’s Immigrant Affairs Unit asks victims of such fraud to contact them, offering assistance regardless of immigration status.
