Delaware State Police Nab New York Man in Drug Bust

NEW HYDE PARK, NY – The Delaware State Police arrested Richard Franco, 46, from New Hyde Park, New York, on felony drug charges in New Castle. The arrest occurred on the afternoon of January 21, 2024, concluding a months-long narcotics investigation.

Franco, under suspicion of narcotic distribution, was apprehended during a traffic stop on I-295 near US Route 13. The stop involved a blue Toyota RAV-4. A subsequent vehicle search revealed approximately 539 grams of raw heroin concealed in the center console.

Following his arrest, Franco was taken to Troop 2 for processing. He faces multiple charges related to drug trafficking. Franco was arraigned at Justice of the Peace Court 11 and then committed to the Howard R. Young Correctional Institution. He is held on a $250,000 cash bond.
