Drunken Man Cited for Assault, Disorderly Conduct

CUMBERLAND, MD – On Thursday, the Cumberland City Police served two separate Criminal Summons.

The first was to Paul Kenneth Lapp, 37, of Cumberland, for an incident on January 6 on West Third St.

Lapp, allegedly intoxicated, disturbed local residents by setting off fireworks around 12:30 am. He faces charges of disorderly conduct and intoxicated public disturbance.

In a separate incident, Tara Renee Athey, 40, also of Cumberland, received a summons for an incident on December 24, 2023, in the Maryland Ave area.

Athey allegedly assaulted the same female victim twice throughout the day. She faces two counts of 2nd-degree assault. Both Lapp and Athey were released pending their trials in District Court.
