Delaware State Police conducted the stop on April 6th after spotting a white Volkswagen Jetta speeding on West Lebanon Road near South State Street around 5:57 p.m. The vehicle’s expired registration prompted the stop, during which the officer encountered driver Robert Coombes. Visible inside the vehicle were two black handgun magazines.
