Officers were called to a residence on the 200 block of Washington Street early Sunday morning, where they learned that home décor had been stolen from a front porch the previous night. Further investigation led them to a nearby business on Greene Street, where they encountered Frotman.

During their interaction, it was discovered that Frotman had also stolen merchandise from the business where he was found. He was subsequently arrested, transported to police headquarters, issued two criminal citations for theft under $100, and released pending his trial.
