Dover Man Arrested After Shooting at Construction Site Workers

DOVER, DE – Delaware State Police have taken 35-year-old Dennis Swain of Dover into custody following a shooting incident that occurred on the morning of July 27, 2024. The event unfolded around 7:23 AM on North Bay Drive in Dover.

According to the preliminary investigation, two construction workers were traveling along Kitts Hummock Road when they stopped to assist Swain, believing he needed help.

An argument ensued during which Swain threatened to retrieve a gun. The workers, sensing danger, departed and headed to a nearby construction site. Swain allegedly followed, confronted the workers while armed, and discharged the firearm. Fortunately, no injuries were reported.

Swain was subsequently arrested and transported to Troop 3, where he faced arraignment in Justice of the Peace Court 7. He has been charged and is currently held at Sussex Correctional Institution on a $25,000 cash bond.
