Baltimore man pulled gun during multiple road rage incidents and fought cops

ESSEX, MD — A Baltimore City man was arrested and charged in connection with two armed road rage incidents on I-695 and for assaulting officers during his arrest, Maryland State Police announced Tuesday.

Kelly Talbert, 31, was taken into custody Monday and charged with first- and second-degree assault and multiple firearm offenses. He is being held without bail at the Baltimore County Detention Center. Additional charges may be filed as the investigation continues.

The most recent incident occurred on July 7 around 6:00 a.m., when a motorist reported a driver pointing a copper-colored firearm at them on the outer loop of I-695 near Wilkens Avenue. Troopers from the Maryland State Police Highway Gun Crimes Initiative launched an investigation and identified Talbert as the suspect.

Investigators later linked Talbert to a similar road rage incident on February 4, 2024, on the inner loop of I-695 near Perring Parkway. In that case, a motorist reported that a driver brandished a tan-colored firearm at him and two adult passengers.

Talbert was arrested outside his residence in Baltimore City. During the arrest, he assaulted two investigators before being taken into custody. No injuries were reported. A search of his vehicle led to the recovery of a loaded tan-colored semi-automatic firearm.
